This manual serves for Officers of KSP: KPD, for solving problems and approaching volatile situations.
De-escalation and Use of force
1. Officers are obliged to follow the Kusari Legal Codex.
2. When applicable, in respect of the circumstances and time, officers shall use de-escalation tactics in an attempt to reduce violence.
Officers of the Kusari State Police will primarily use de-escalation, under the sole condition that time and situation permit them to do so. De-escalation serves for the purpose of slow-down or stabilization of a situation, granting the Officer more options to solve the issue at hand or required time for reinforcement to arrive.
The primary goal of the Kusari State Police is to reduce acts of violence and promote thoughtful resolutions while maintaining attempting to keep damage to individuals involved to a bare minimum. Main methods of de-escalation
Communication – Communication is the important part of de-escalation. Hereby a focus shall be laid on interaction, which can delay or slow down a developing or existing conflict. For a successful de-escalation, it is crucial to maintain the know-how about the suspects motivations, goals and mindset. Remember, that a suspect can suffer from severe levels of frustration, serving as main reason for them to violate the law. a) Verbal persuasion – Gaining voluntarily compliance of the suspect. In person, speak in a calm peaceful manner. Stay respectful. In person, usage of stun weapon is viable with calm warnings and explanations. In space charging up anti-shield weapons and maintaining communication with suspect.
b) Clear instruction – Clear instructions are crucial for handling situations. The suspect and you, the Officer, will often be stressed. Always try to keep your calm. Misunderstandings can lead to confusion or an escalation of the situation. The situation must be explained clearly and easily comprehensible to the suspect.
c) LEED – Listen and Explain with Equity and Dignity. This means, that you should spend time with the suspect, listening to what they have to say and explain them what their wrongdoings are and the consequences that may follow a continued wrongdoing of their side. This can lead to calming down a heated atmosphere and bring some reason to the situation.
d) Mind your language – Some words can escalate the conflict, especially insults or misunderstood words. Use as little complex words as you can to avoid possible confusion. Use simple, easily understandable language and avoid taunting and insults.
e) Other factors – Observe if the suspect is resisting. There might be other barriers that block the suspect from complying such as: Medical condition, Mental impairment, Developmental disability, Physical limitations, Language barrier, Drug interaction, Behavioural crisis, Fear or Anxiety. Time - slow down or stabilize a situation, in order to gain more time, resources and options for a successful resolution of the conflict.
a) Stabilize - Key is to stabilize a situation from a dynamic to a static status. This can be done by limiting access to unsecured areas, limiting mobility (Cruise disruptor, turning off Trade lanes), warning civilians surrounding about situation so there are no new participants in situation.
b) Avoid -Avoiding or minimalizing combat or physical confrontations wherever applicable. (For example, protecting civilian transport against pirate attack, stopping dangerous behaviour of drug addicted individual). It is not ashaming or an act of cowardice for a Police Officer to retreat from a dangerous situation and reconsider their tactical options. Remember you are not warriors or soldiers. You are a Police Officer and you are not bound to win every fight to the last man standing.
c) Resources - Calling extra resources or Officers to assist. (KNF, KPT, BHG, Hogosha, Mercenaries) Distance – Distance is an important factor in psychology and tactical analysis.
a)a) High-level threats - When you are facing a very dangerous suspect, try to keep your distance, since it will grant you sufficient reaction time, though lowers the chance of securing the suspect. (In space 3000m)
b) b) Low and medium-level threats - When you are facing a suspect, which does not pose immediate threat, analyse the situation. It’s not advised to linger right next to them, as it could put pressure and anxiety on the suspect and they may react in unexpected ways. Medium distance is advised. (In space 1500m)
REMEMBER A SUCCESSFUL SITUATION IS NOT DETERMINED BY ARRESTING, BUT BY NUMBER OF INDIVIDUALS NOT HARMED. IT’S NOT IMPORTANT TO ARREST, FINE OR EVEN PACIFY SUSPECT BY ANY MEANS NECESSARY. USE YOUR RESOLVE FOR SITUATION ANALYSIS AND FOLLOW THESE GUIDELINES.
3. Sometimes use of force is unavoidable, and an Officer must exercise physical control of a violent, assaultive, or resistive individual to make an arrest, or to protect members of the public and officers from risk of harm.
4. And officer shall use only force that is objectively reasonable, necessary, and proportional to the threat or resistance of a subject. Never use excessive force against suspects. Rumours and news are spreading quickly. Using excessive force can reduce credibility of the KSP and cause future conflicts, more resistance and fear and anxiety among suspects.
5. A strong partnership between the KSP and the public is [b]essential of effective law enforcements and public safety. [/b] Strong public backup is mandatory for police work. Police officers are public service and can’t be separated from public. Public is fountain of intel and informations. Police officer that knows it’s surroundings and neighbours can prevent criminality, by understanding situation in his vicinity. It is highly advised, that officers will maintain good relations with public and notable persons even from grey circles of society (Hogosha, Farmers Alliance). Those contacts can save lives, by providing crucial informations.
Arrests 1. Officer must hold sufficient evidence that a suspect committed a crime in order to effect an arrest. 2. When taking a suspect into custody, officers must identify themselves, inform the suspect that he or she is under arrest, and state the reason for the arrest as early as practical. 3. Officers shall advise all arrestees of their rights and the Kusari Legal Codex.
a. Suspect has right to be safely escorted to nearest police station.(Yōgi-sha wa moyori no keisatsusho ni anzen ni tsukisowa reru kenri ga arimasu)
b. Suspect has right to remain silent.(Yōgi-sha wa chinmoku o tamotsu kenri ga aru).
c. Suspect of other house has right to contact his house police.(Hoka no ie no yōgi-sha wa kare no ie no keisatsu ni renraku suru kenri o motte imasu)
After arrestee invokes his right to remain silent, officer has to stop asking questions, unless suspect reinitialize contact, then officer can continue in questioning.
Every arestee will obtain standard issue of arestee rights, for processing fee 500 Cr arestee can obtain customized issue for needs of his/hers house. Exception: Kidnapping, terrorism, nomads, dangerous weapons make exception and right to remain silent is revoked for sake of public safety.
4. Officers are required to report arrests. Full report about arrest will be sent to Kantoku (Superintendent) in following form (With Example):
a) Name: Miroku
b) ID: GC
c) Ship: Iris
d) System: Kyushu
e) Date: DD.MM.YYY
f) Violation: Smuggling, attacking an officer, verbal insult
g) Comply/Resist: Resist Unknown ships 1. Every officer is required to check IFF of ships passing by. If IFF doesn’t match the ID card or the ship raises suspicion, the officer is obligated to investigate the suspicious vessel.
2. All nomads (Infiltrators and ships) are hostiles and can’t be reasoned with. Destroy if possible.
3. If a Nomad is encountered, Code 9 must be invoked and surrounding civilians be informed about its presence. Additionally, the sighting should be reported to Kempeitai and KSP command as soon as possible. Civilian safety is a top priority. If the Nomad attacks civilians, it is the Officer’s duty to draw nomad attention and drag him out of public and/or exterminate the threat alone/with reinforcement.
4. Invasion of Nomads and their infiltrating abilities developed new set of rules, determining threat to public safety. a) If a suspicious ship is detected, it should be carefully approached by an Officer and asked to stop engines and lower shields. Civilians, Navy and KPT personnel generally obey this request. If the suspect refuses, the Officer is obliged to bring the suspect to nearest police station.
b) After target fulfils the Officer’s request, they will be asked in details about their IFF situation. If they fail to explain the situation, proceed to c)
c) All Officers are advised to develop 1-3 questions, that are unique yet common knowledge around Kusari. The suspect will be tested by these questions. If suspect fails, they are to be brought to the nearest Police Station for further interrogation.
