We'd like to review our current standing agreements with Zoners in Omicron Delta. We'd also like the propose a few amendments to our existing working relationship. If you feel the GRG should also be present for this discussion, feel free to patch them in.
Given recent incursions by foreign groups to steal resources from the Palu Ice Cloud, The Core feels the need to affirm much greater control of the resources in that field, specifically Azurite. Otherwise, the distribution of Iridium does not need to change, and Freeport 11 already enjoys a sizeable contribution of the much safer extraction of Iridium from Nauru.
We'd also like an official stance from the Zoners in the system discouraging yourself other Zoners from supporting Order movements and operations within Delta: this means both banning the supply of goods from the Freeport to Dabadoru (we have seen some incidents) as well as discouraging all Order vessels from docking at Freeport 11. The Order is a direct threat to both of our civilian infrastructure in the system, and enabling them to fester creates a knock-on effect that allows greater breathing room for Nomad forces to become more dangerous. If we want both of our peoples to be safe, there needs to be a commitment between us both to remove the weakest link.
I have thoughts sometimes, unpleasant thoughts that keep me up at night. These thoughts are Freeport 11's destruction, and I constantly have them. We do not display wisdom in these times, then we run the risk of violence. I want to keep Freeport 11 safe, peaceful and tranquil.
So firstly, Velvet has no interest in Azurite gas, I am amiable to agreeing with that suggestion.
Secondly, the Order question. At this time Order has not demonstrated any inclination of hostility or threats against Velvet or Freeport 11 that would justify any cessation of trade or supply of goods towards Dabadoru nor restricting docking access. This is not playing favourites, we allow the same regulations towards Core as we do Order, this is simply neutrality. So, until Order is proven to be a risk to station security and peace, we cannot in good conscious and with great respect bar them from Freeport 11. Now in the event of a possible larger skirmish between Order and Core, our first inclination is to bar both rather then be seen as assisting either side. Do understand, Freeport 11 has been attacked twice, and twice is good enough. We're not a bloodthirsty people, we are just a people that wish to be left alone and be neutral.
We are glad that you see eye to eye with us in regards to Azurite.
The Order has demonstrated in the past a lack of respect towards Freeport 11 and Zoners, notably when they violently destroyed an IRG station in its vicinity, as well as terrorized IRG across the sector. And as long as they are undermining our efforts to keep the system safe, they are an indirect threat to your safety. We cannot effectively fight the Nomads if we have to deal with Order at the same time, it splits our focus.
If you are admitting that you have been supplying Dabadoru station... that does not paint you in a good light. We cannot put our faith in Zoners or Velvet as an organization if you are admitting to supplying our enemies. Dabadoru is a problem, for both of us. We're not asking you to play favorites, just to simply reach a logical solution and support the stronger power in the system to push out the weaker ones. If you feel that the only way you could do this would be to stop supplying both Core and Order installations then so be it - but be warned that doing so would result in us cutting off the supply of Iridium from Nauru to Freeport 11, something which we are already contemplating if we cannot get some kind of assurance from the Zoners that both you and us are ready to quit beating around the bush and focus on making Delta safe and secure.
Tell you what. Velvet already enjoys a Bullhead from Core. If you are willing to pursue a closer relationship with us and understand what we are trying to ask of you here, I am more than happy to outfit the Velvet organization and perhaps other Zoners with items from our armory. We must be stronger, together, and eliminate the evil that is hurting Delta. I don't expect that you would outright ban Order from the Freeport(s), and I am not asking you to. But surely, given that they have no one else to turn to for supply and sustenance, if you were to release a statement discouraging them from docking, and from other Zoners supplying Dabadoru, it could actually simply lead to a peaceful conclusion where we both get what we want?
Velvet does not represent or claim to represent all Zoners, I say this upfront because at times people who are not Zoners do not understand this, whilst Velvet has some say as a major Zoner group we do not hold influence over other Zoner groups such as GRG, MFE or OSI. I want to make this clear from here on in these diplomatic talks going forward. The past misdeeds of Order are to other Zoners, not Velvet. The past misdeeds of Core are also to other Zoners, not Velvet. I am alone in this clean-slate opinion but it has allowed me personally to have friends within Core and, indeed Order.
I will need assurances as well as the Technology to proceed further in these diplomatic talks. Velvet holds Freeport 11 and I am myself the Freeport 11 Administrator, there has been times where Core forces have said that Freeport 11 belongs to the Imperium Omicronis. Whilst we accept that Freeport is within the Omicrons the Freeport itself and it's NFZ must remain Zoner Territory and Core acknowledging it as Zoner territory would go a long way.
Now as for Dadaboru, Velvet has not and will not supply Dadaboru however I cannot speak for any independent Zoners or other groups. I am amiable to the suggestion of discouraging Order from the Freeport but at the time of this communication it would seem a little strange. I prefer to wait before making a final decision on that matter, wait until a time where it would be needed or required to discourage Order as you say from the Freeport.
As it stands now, Core has taken drastic action: [1]. I will be honest and frank here, I was open and I am still open to the suggestions you have put forward but actions like these do not help in our ongoing talks. I respectfully request that Core backs off from this demand, Supreme Guildmaster. I have hope you will see reason, you seem a reasonable person.
Reyes may have been jumping the gun as there ain't no need for us to blockade the Freeport provided you can sort this situation out: which it seems like you have. But this is exactly why you shouldn't let these terrorists dock on Freeport 11. How many times is this going to happen until they're gone? There's definitely no good reason to continue to let their Capital Ships dock at Freeport 11. Better to tell them to piss off if they want repairs, or let us finish the job. Floating wrecks can't cause diplomatic incidents.
Either way, you might want to consider a preventive approach in the future.
We have given Order capitals a advisory warning to not go to Freeport 11 unless in extreme circumstances. These circumstances are a Nomad incursion at the Freeport, or emergency repairs from damage by Nomads. I've also fined the Order vessel in question 10 million in credits. I understand that, Core may be impatient in dealing with Order but everything that we do as Velvet or Zoners is a careful and considered process. I have hopes that the warning shall prevent any-more incidents like this in future but I always shall advise you that we are still a neutral entity.
Still we are not indifferent and I can be convinced to enact harsher restrictions on Order should the time come for that need. We have avoided another bad situation, you and I and you have my respect and gratitude for being patience with us.
