Greetings Chief,
We got off on the wrong foot, my apologies for that. There is no reason for hostility between our organizations when we both have a mutual enemy: this Jakato. You don't like having foreign intelligence assets in Liberty Space. I don't like people diluting and abusing the brand. We should be on the same side here. I put forth three scenarios to you:
1) Orbital Publicly announces an inter-house racing event in New York. Gallic Intel picks up on this message and one of their pilots keeps the information in their back pocket in case they get picked up doing whatever it is they're trying to do in New York space. They never registered for an event, nor have we had any contact with them. In this case, we should be cooperating to end a threat to Liberty's sovereignty that overlaps with a threat to Orbital's brand.
2) This pilot was working with someone inside Orbital to keep up a cover story without my knowledge. Possible, but a very slip-shod job in that case. If that is true, we should still be cooperating to root out the threats to my company and your security.
3) Orbital is participating in a conspiracy with Gallia to provide cover to her intelligence assets for some unknown purpose. This requires us to cooperate with a government that actively sponsors its own rival tourism industry while risking war with the Liberty fleet that's one jump away from Curacao. I cannot imagine anything that the Confederation would offer that is worth that risk. In this case, we should still be cooperating because I would sell out Gallia in a heartbeat if it means keeping Curacao intact, especially since the Confederal fleet is otherwise engaged and in no position geographically to offer the physical protection that Liberty's does. Even if you think me without scruples, you much at least acknowledge that I love my corporation and want to protect it.
In short, even in the worst case scenario, we would be on the same side. I'm 95% confident we are dealing with situation one here, in which case I am happy to cooperate however I can to resolve this situation to the satisfaction of all parties involved. Those involved in the race proper have had their feathers ruffled, and I'm not going to lie to you and say that the other branches view LPI the way I do given the nature of most of their encounters. But I still consider myself Libertonian. I've done surveillance for the Navy against smugglers. I've off-loaded slaves for LPI. I ran through an active warzone to evacuate Leeds. I've shown through my actions that I am a true son of Liberty, helping her friends and opposing her enemies. I hope this incident resolves along the same lines.
To that end, I came across Jakato in New York again near the Missouri. He's flying Marquis colors now. He offered to escort me, which I sternly turned down. Do with that information what you will, but I hope you will stop looking at Orbital as an enemy. The communications in the image were directed at the other ship in the area, the "Baby.Goose." Perhaps they should be your next focus of investigation.

Quick follow-up: When did your confrontation with Jakato take place? Looking through our financial records, he did indeed submit a registration at 4:57 AM UTC on July 16. The million dollar question: was this before the confrontation with you, in which case I owe you some apologies (and some of my subordinates pink slips), or afterwards, in which case he's trying to cover his tracks?
