The Cabinet thanks you for your message. It was high time that a direct link between the freshly re-structured Office of Intelligence and the Civilian Cabinet, as well as the Shogunate, got established.
The Ministries and the Shogunate shall be informed of this direct link. In case the Cabinet or Shogunate sees fit to inform the Office of Intelligence about projects requiring the KOI, this channel shall be utilized by the respective Ministers or the Shogun.

I write to you again to convey a list of recommendation and requests by the Soshi Strategic Intelligence Bureau (SSIB), concerning future activities by sections under the Kusari Office of Intelligence in regions outside of the Kusari Empire core territory, and related to organizations of foreign origin.
First from Gatekeeper Division , currently the KOI taskforce to deal with Xeno-sentient cases, namely the "Heaven's Gate" ongoing case. I'm sure that the Prime Minister is well briefed on the relevant folders, and that the Office of the Shogunate is a prime provider of information on these matters. KOI Gatekeeper Division has been for the past years operating at an abysmal efficiency, and reforms to it's modus operandi have been in great need, considering the latest changes that the KNF redeployment of their units have caused.
Gatekeeper Division recommends re-establishing communications with the Core organization, and requests permission to initiate section level negotiations with the organization, for the purpose of ascertaining common ground and engage in limited agreements of cooperation. We also extend an invitation to the KNF Admiralty to join in our efforts, as it could open further negotiation tools for the meetings. Should it be successful, we will be inclined to recommend that further contacts at Agency or State level be done with the organization on a broader range of areas.
Second, the SSIB has marked the activity of foreign hostile groups such as the Outcasts and others in the Empire bordering regions as a strategic concern. Due to the out of core territory nature of these activities, Kusari State Police is obviously not mandated or equipped to deal with such concerns. The Naval Forces recent military commitments have left it far too occupied to dedicate the necessary attention to work on stability and security on the border regions. Outlawed groups like the Outcasts and the Crayter community(ies?) have taken these factor to bolster their detrimental presence in former house patrolled systems and other important transit routes.
The SSIB, together with the Kusari Imperial Ground Army (KIGA), request authorization by the government to create a new agency under KOI supervision. This Imperial Magistracy would have as its objectives the formation of a coherent force capable to investigate, prosecute, and combat outlaw activity in the border regions that do not demand Naval Forces intervention. This Magistracy will achieve its goals through the creation of close collaboration with trusted organizations resident on the border regions, as well a law enforcement agencies from other Houses that share borders with our own border regions.
The Soshi Strategic Intelligence Bureau considers these are the two areas where we can begin working upon on the short term. There are other cases and projects that we are interested to provide, but it is not our wish to overburden the decision makers at this point in time with more proposals.

I hope this message finds you in good health. I am Colonel Murata Jiro, of the KIAC, and have been given the duty of leading the recently formed SSIB organization. I shall see that the Soshi Strategic Intelligence Bureau achieves its goals, and becomes worthy of leading the Kusari Office of Intelligence strategic and tactical objectives in the near future.
Kusari has been for quite a good time a stable nation. But even stable nations are not without dangers, domestic and native, and foreign and invasive. The Kusari State Police maintains law and order in the streets of our planets, and the Kusari Naval Forces have held back the violence that seeks to plague our stars at bay. If these were the only ways our adversaries saw to harm us, the KOI would not have reason for existing. Indeed, hidden hands and frigid whispers can be as harmful to our society if left unchecked, and that is the role of our greater organization.
We are training our nascent forces for more intensive operations, and preparing our agents for becoming the eyes and ears of the Empire. The continuity of the Empire is to be secured, that is our mission.
