Breakers - Hellbores for battlecruisers. Good for kite: the turret has decent firing distance, damage and energy consumption but lacks turning speed (tower turns pretty slow). This weapon is great choice for smaller battlecruiser and good in loadout like 2 breakers, 2 prims and 2 pulses. Your loadout will be more less energy stable and so you'll have stable DPS for longer time.
PPACs - EMP shotguns. They deal significant shield damage and have decent hull damage, but I'd recommend to use it for medium and heavy battlecruisers due to lack of hull damage. The loadout I've seen lately is 1x breaker, 2x ppac, 4x prims. Decent DPS with ability to keep distance. However, this weapon remain rare due to obvious reason - it's not much better than regular weaponry and/or breaker
