It was a relatively busy day in the public dock ports of Valravn Citadel, various traders roaming around with their delivery to get to their alloted time slot in time, visitors roaming around in the market place in dire search for exclusive goods, or simply the roaming individual looking to take a rest at one of the "motels" - regardless, it was occupied, and rightfully so.
The Buro ship was guided in to the Citadel, a cohort of unique masked soldiers who appeared to be wearing polished armor and gear, whether dressed to impress, to watch or to ensure an overkill of safety remained up to view. They anticipated the arrival of the Buro's ambassadors, declaring that the guest must follow them to a secure atmospheric shuttle down to the frozen world. The transit was relatively uneventful, despite a new set of guards accompanying them on the shuttle. Alien like. Weird. They were unusual with their beefy stature and monocular lens, standing silently in place on the transit craft akin to statues. Not much entertainment was to be found within the cold innards of the shuttle, beyond the awe-inspiring aurora that presented itself in Elgins skies as the craft descended gradually towards frozen elevated terrain, flying low in the canyon.
Eventually, the shuttle approached a lower altitude, calmly drifting along a valley to reveal what appeared to be frozen formation of spines in the distance. The shuttle pilots radio could be heard buzzing to life, a brief conversation could be overheard with a robotic voice emanating from the signal, the pilot muttered back at the traffic controller.
"Transit Vessel A-6284 - Your dock is authorised for landing reservation, input dat-code."
"Copy that. Forwarding auth-codes now. Designate entry as priority, HVT."
As the shuttle drew nearer, it became obvious. It was not the rough terrain, but a city. A city so skillfully concealed into the environment of the planet, that it simply appeared as a set of frozen spines. As the Aurora slowly aligned with the outer skirts of the city, a colourful glow was seen skimmering against the rims of the spires, revealing a shield of some sorts. The ferry approached an arch, an exploit in this evident bubble of energetic protection, the scenary became darker as it momentarily passed through the crevice.
The shuttle landed with grace and tranquility upon the landing pads of a moderately large spire. The pilot swivelled around in his seat, leaning around the corner to talk to the Buro guest as the ship fully powered down,
"Ma'am, you will need to follow your guards. The Directorate is expecting you, they had to divert rooms and would like to forward their apologies for rerouting your meeting location, originally you were scheduled to goto the Science Nexus but... it seems a situation came up. Emergancy maintenance or something, I don't know, but either way. You will need to proceed to Floor 4, Room E-7 in this building."

One tedious security check and walk later:
Throughout the cold hallways of this unusual spire, despite the frozen appearance, the interior proved to be sturdy - composed of a rigid frosty blue-grey hued steel, somewhat elegent in its own unusual metallic way with the occasional decorative banner on the walls and how the edges of the architecture were 'trimmed'. The interiors had its own humming from the internal machinery, giving the atmosphere somewhat of a calm droning sound amongst the silence. Meanwhile, during the walk, guards had assumed themselves in a box formation to ensure the safety of the Buro guest, it was apparent that the Buro's visit had to be treated akin to royalty, desperate to ensure that all goes well.
A young man was seen ahead at a pair of doorways. He appeared to be a simple servant at first glance at distance, but upon approach, it was obvious this individual didn't appear to be one of them, but rather a scruffy individual in a jumpsuit with a metallic band around their neck, as well as garnishing a set of lines branded onto the side of their head, appearing to be more of an indebtor than a servant. He was idling by the door they were destined to go, seemingly waiting for someone with his hands in his pockets. One of the guards marched ahead in a hastened pace to approach the mysterious individual. After a journey of relative silence, the Buro guest finally got to hear them speaking out, their helmet vocoder crackled open as the stream transmitted, revealing the deep bass of their voice rumbling out in an authoritarian manner, witnessing the guard ahead treating the worker as an object.
"Move. "
The individual peeked up, shocked as he let loose a small gasp, he didn't expect the appearance of the elite class as his eyes widened, he stammered out,
"Huh? Oh ... Well, Minister Tua told me to wait outside to tell gue-"
The guard sharply interrupted them, possibly annoyed at the appearance of the servant as shown by their quick and brutish demeanour, forcefully shoving the male with ferocity away from the door to make way for the guest. Declaring with clarity and purpose, the individual announced with resonant apathy:
"I don't care. Move. "
They stood aside at the door, eyeing the servant as he tumbled back. The Servant grumbled, simply pushing himself back up and promptly turning around to strut off down the corridor in a grouchy manner from his mistreatment of the overwhelming guard. The second guard approached to hold the door open for the Buro guest, revealing the conference room within.
Within, the chambers revealed the conference table, with several neatly dressed individuals attended at the table, the room also provided an oversight of the varying spires and districts of the City. One of the individuals appeared to be a member of the Directorate, donning a more glamorous attire of white robes with a trim of gold, and a little insignia on their left breast of their gown. The guards seperated, all proceeding to stand within each corner of the room after the door shut.
Said fancy male with the cyborgnetics implants on his face spoke up at the new arrival,
"Ah, you must be Agent Viper, welcome. Please. Do sit. I am Advisor Duris. I hope your journey has not been unforgiving, but please if you need any refreshments, simply request so and we can fulfill your needs. I assume you received Revenant's message that these talks will be concerning the establishment of the facility, I hope? It would be rather quite hard to loan out what does not exist, but that is why we are here: To talk."
