There appear to be Samura transport spawns around Kagoshima, I assume for the purpose of representing the corp support for the Alliance. However, the base is also frequently subject to KSP raids, which triggers Samura to go hostile with the Alliance, resulting in rather awkward firefights.
As a personal suggestion, it would probably be better to put such convoys at the secluded Cape Soya instead.
