No doubt you have heard of their previous contract with Planetform, that has long since been disrupted since the civil war and the Government reform, the contract is effectively broken. What we propose to offer to you is the chance to work together to compete against our adversaries. You may wonder why you would collaborate with us? A few months ago, you may have received a sample regarding a cryo-organism dubbed the "Rain Maker" - sent from the Security Bureau. These samples had originated from our organisations, sent on our behalf via the Security Bureau.
The Directorate has allocated interests within advancing terraforming research to broaden our opportunities, particularly in cryo-terraformation. What we offer is the opportunity to assist in Research & Development of this said research area, particularly enhanced by the discovery of these 'Rain Maker' cryo-organisms. In addition to research collaborative agreements, we also have the advantage of on-site building allowance for Saarbrucken from the Rheinland Government for on-site research facilities, providing us ease of access due to on world operations.
But, naturally, the Hessian occupation is still on-going and to experiment upon the world could have disasterious implications, so there is still plenty of time to invest beforehand. We do have one designated 'test bed' for cryo-terraformation, a world within the Inverness sector known as Planet Forres which falls under the category requirements for receiving cryo-terraformation. Though, we have had some research studies indicating some type of organisation has attempted to interfere with the ecology, but it shouldn't matter, the effects have been negated.

Let's go back to our topic, it is clear that your offer is very interesting, EFL has a lot of projects for the Rhineland and any offer and request is good to take, especially to challenge our opponents like Planetform, but with the last event in Cologne it would be difficult to develop a project like this one. With the occupation of the Red Hessian in Saarbrucken I can't imagine the state of the installations on the planet.
Moreover I would like to have more information about your building allowance on the planet Saarbrucken , Do you have scientific personnel on site? Should we contact the Rheinland Government to report our presence?
For the moment, we can only plan and prepare this operation until the situation in Cologne calms down.
Perhaps we should have illuminated that the facility in question has not yet been fully erected, however we are currently establishing the optimal zone for the construction of the pre-approved facilities and are preparing prefabbed structures.
Regarding foreign operation and the right to terraform: We can request the licensing on our behalf, but in regards to off-worlders working upon the Planet, as long as the native ratio of the workers remain within the 25% margin then all will be well. Foreign worker policy has not been clear regarding Rheinland, but we believe visas are not required for working on site. Inquiring with an embassay may be prudent regarding that for accuracy.
There is time to plan and make necessary adjustments.
