How and where do you find the file for bases that tells you what ships are for sale there? for example, if i want to change the ship you buy on Manhattan from a patriot to an Anubis, where do i put the Anubis file?

Aye, get Biniqdu (I think thats what I got) Its used for opening and decompressing .ini files. After that, if your working with just vanilla freelancer, open bini and open this file...

C:\Program Files\Microsoft Games\Freelancer\DATA\EQUIPMENT\market_ships.ini

After it opens, just his save and close Bini. Head into the same directory and right clink on the Market_ships.ini file and open it with notepad, you should be able to read the thing now. That will have a list of all the bases (ex. Li01_01 base, is manhatten) and the three ships they sell. Something like this...

marketgood = dsy_csv_package, 12, -1, 1, 1, 0, 1, 1
marketgood = gf2_package, 4, -1, 1, 1, 0, 1, 1
marketgood = lf_package, 1, -1, 1, 1, 0, 1, 1

the package's are the ships. the numbers next to them...as far as I have tested so far ar, gf2_package, 4(level to buy ship) -1(rep required to buy ship...-1 everyone, 0 neutral with base, 1 friendly with base) the rest of the numbers... I dont mess with;)so not sure. Anyway hope that helps

The other numbers determine whether the ships are sold there. You can change the numbers to 1,0,1,0,1 I think, and the ship won't appear ingame. This lets you set 5 or so ships to a base, but you can only have 3 ships sold at one point, unless you hexedit... and at the Starport they haven't been able to get that working yet.

so is there like a list to find what numbers go to which bases and which packages go to which ships etc. ?
