I created a new character, used /restart LiCorpInterspace expecting to start with a freighter or maybe a fighter in Oita (that is where IC HQ was a couple years ago), but instead started on Planet Manhattan in a Camera Ship.
Why Planet Manhattan? If Oita no longer exists (I couldn't find it on the current navmap, but it still gets mentioned in some in-game rumors), then the logical starting point is the original IC HQ (nearby Newark Station), not Planet Manhattan.
The Camera Ship isn't supposed to be used for RP. An IC restart is for a player to RP IC. Why put a player in a non-RP ship? IC sells the Anki freighter at Newark Station. That would've been a logical starting ship.
The starting reputation is totally messed up: only IC is green. IC is allied with Liberty Navy, LPI, LSF, all Liberty corporations (DSE, Ageira, Universal Shipping, Cryer, Synth Foods and OS&C) and GMG, all of which should be green, but instead are completely neutral.
When I start a trader character, I normally trade, mine and/or do missions to earn a better ship, but now I'm starting in a ship that can't mount weapons, so I can't mine or do missions, I can barely trade with a paltry 30 cargo space and worst of all, I'm not supposed to RP in it!
Was this restart designed to tempt players into getting sanctioned?
The design of this restart leaves a lot to be desired except for the map and business suit.

Restarts have been recently reworked. Faction restarts now provide a camera ship at the most convenient location for purchasing a desired ship. Whether factions are repped friendly or neutral doesn't really matter much in terms of gameplay, what matters are the ones that are hostile.
The character set up process is generally not considered to be in roleplay. Some players choose to go down that route, but its not mandatory. Majority seem to prefer to fully set up their character first then start roleplaying it, which is why faction restarts now give a camera ship, as it doesn't exist in roleplay and has the fastest cruise speed in the game, so players can get to the sellpoint of their desired ship easier and without interruptions, and get set up to start roleplaying sooner.
If you'd prefer to build up each of your characters from ground up, all variants of Civilian and Freelancer restarts are set up exactly with that type of use in mind (/showrestarts command has the full list, it's the templates starting with Civilian or FL in their name). They use the same map as faction restarts, and give a basic but functional loadout you can work your way up with, and even keep it closed-economy if you prefer (there are also Classic restarts, which basically gives you a vanilla-style start, with blank map, no gear, etc).
Also the reworked restarts no longer carry any pre-defined reps. All the rep adjustments you see on a fresh char are from rephacks of the ID, which generally only include a forced rephack toward hostile factions for gameplay purposes.
