Let it be known to all interested parties, that the following cargo is now considered illegal in the Tau 23, Tau 37, Tau 31, Tau 44 and Orkney systems:
Slaves
Cardamine
Liquid Cardamine
Human Organs
MOX
Nuclear Devices
Any vesel spotted carrying the above kinds of cargo - regardless of the goods' origin or destination or the vessel's nationality will be stopped and demanded to surrender its cargo. Unless the demand is met, the said vessel will be destroyed. Attempts to flee or bribe a customs officer will be met with extreme prejudice.
Moreover, the transport of military materiel into Bretonia is prohibited for the duration of hostilities.
This legal act is in power as of the moment of its publishment.
The reasons behind the enactment of this law are as follows:
The Colonial people always held human rights as the most noble of principles and therefore will not tolerate slavery in any form.
The spread of the cardamine disease is in no small part an achievement of independent enterpreneurs. That is both morally despicable and economically threatening for any and all lawful entities opposed to the cardamine producers.
The selling of nuclear devices or the materiel needed for their production - especially amongst unlawful entities is a threat to peace and stability.
First amendment of April 26th 817AS
The transport of human organs is allowable for the employees of Cryer Pharmaceuticals and the lawful shipping companies of all houses.
"what? human organs are taken away? what about the people that wait for their replacements in the emergency hospitals. i daresay - most organic replacements are legal - and needed. - and "robbing" transports of this kind of cargo is not only cruel - but can also be described as murder.
what if a patient dies, cause his organ replacement never reached its destination?
if you hold up human rights up so highly - you should also think of the people in need of the cargo.
We will consider that. However note, that most of the said transplant material availible on the market comes from illegal sources like from forced extractions.
Hello, this is Lee Barret, captain of the Archangel, Colonial civilian transport.
Mr. President, if I may recommend, perhaps we could organize a system of organ transporters who'd register with us, and prove the origins and legality of the cargo, thusly being put on a 'pass' list. A licensing system, if you will.
Also, to add, I applaud your decision of putting an end to the foul industry smuggling has become, mainly having cardamine and that evil we all despise, slavery, in mind.
I am delighted to have the opportunity to serve under a government which shall not yield to crime, extortion, and utter neglect for human rights. Bravo, President Wingates. You have the vote of this Colonial.

Sirs,
Certain organisations have identification papers showing them to be legitimate carriers of human organs. My suggestion would be to scan their identification to ascertain whether or not they are smuggling or not.
Let it also be known that this list applies to Colonial craft alone, the Independent Miner's Guild will not be using the above list when determing whether a trader is carrying contraband.
Well surely, I hope, the IMG shall at least enforce the policy of cardamine and slaves being illegal, will you not?
I'd find it terribly inhuman to support illegal trade that a) Violates human rights, and b) Supports the Outcast pirates who are a huge detriment to the IMG's economical progress.

This declaration represents a gross violation of human rights and territorial sovereignty.
The star systems of Tau 31 and Orkney are internationally recognised Bretonian Sovereign space, and Colonial claims over Tau 23 are dubious at the very least.
Attempts to prevent the transport of human organs through Tau represent an attempt by the Colonial Remnant to restrict the shipment of humanitarian and medical supplies in a conflict zone - an unprecedented violation of human rights that will lead to countless deaths amongst all sides involved in the conflict, including civilians on Harris and Leeds.
The Realm of Bretonia shall vehemently oppose this measure at every turn.

Message to: The Colonial Republic
Comm ID: Hakatoa Yamota
Konnichiwa Colonial Republic vessels. I am Hakatoa Yamota of the Black Dragon Society and I hope this message finds you well. For many years has our organization been defending Kusari against the flow of contraband by.. independent entrepreneurs. I have fought alongside your organization against the growing outcast threats. Your pilots fought honorably against such a threat. They're cardimine disease slowly reaches it's way into Kusari only to by met with our blades. We have severed many fingers but, it seems such a threat is now being attacked closer to the source.
I have made one observation about these new restrictions however. You do not mention artifacts. With a recent encounter I have become confused with your stance on the item. I ventured into Tau-23 to pursue a man harboring a large quantity of slaves. After his destruction, I met a CR vessel who I pleasantly greeted, explaining my trip to your system. However- It appears I was carrying priceless artifacts. These commodities pose no great threat, other than to distinguish a man of power, and status. Never the less, the man asked me to drop such cargo under his authority, or conflict would ensue. I was somewhat surprised at this sudden request. Not wanting to create a hostile situation, I respectfully surrendered my cargo, and returned home.
Because of this, I now ask what is the Colonial Republic's official stance on the transportation of artifacts?
We await a reply from the Colonial Republic.
With regards- Hakatoa Yamota

***Re: ...No.***
I believe the Colonials have made what some of my pilots refer to, in their lingo, as a 'lulz.' Any ships that attempt to interrupt the flow of goods to and from Maltese space will be destroyed with extreme prejudice.
