This keeps Base owners coming back for sure. as apposed to the Countless repair time of a Battleship lets say, Oh wait, Yeah they Instantly Repair. Hmm seems to be very unfair to me.
Think about how many hundreds of hours a year one base can take up just keeping players online to keep there bases up.
You make it sound like POB owners are doing the community a favor. A base is just a tool. POB owners are free to use such tools as they see fit, but they aren't required to use them. Seeing as most of the activity that POBs drive is trading or short-distance mining—things which NPC bases already drive—there isn't much added value in the way you describe.
It's not unfair either. It's a risk–reward tradeoff. It's possible to build ship upgrades on a POB that can't be obtained by any other means in the game, but this is balanced by the risk that such construction won't go on indefinitely. Players who aren't willing to take on that risk don't deserve the reward.

Defense modules and shield generators don't exist to do the work of playing the game for the POB owners. They exist to slow attackers down long enough for defenders to log in and repel the enemy. POB owners that can't repel a few capital ships should make a few friends that know how to fly bombers. It's supposed to be a team effort.

if your base dies you get Y Payout. OR the insurance company has to rebuild/fund the base to the core you had (I imagine premiums would be very high for this haha)
No offense meant at all, but I think having the ability to put your base on a vacation and then reclaim it back when you are around is not a good idea. I think POBs should die if they are left unattended and not maintained. Despite of that many r.e.t.a.r.d.e.d things happen from time to time against POBs' existence, blaming the wrong people for actions that they have nothing to do with, etc.., I think POBs should be totally re-balanced with the ability to siege them. Also the repair rate, damage rate, maintenance rate, defense ability, locations, and amount of POBs allowed to be built in certain areas, etc.. - All of that need a total balance.
Every r.e.t.a.r.d.e.d action on the server is done for a reason, so think about fixing the problem by fixing it, not the results.
The people building POBs in New London, new york, Pennsylvania, etc.. close to each other, are the result of the total abuse of Siegers
If the Siegers did not just siege for grieving people then the people wouldn't have built POBs that way, very simple, Every action got consequences.
Please, study the problem correctly and fix it from its core, Anyway, good luck, many POB owners already left the bases to decay as you can see in Bretonia, and already lost passion for the game because of all the nonsense which is not being stopped unfortunately. I am glad that I am not an admin here who got authority or I would ban at least 10 players from here and this server will shine and prosper right after. No game grows properly when trolls/r.e.t.a.r.d.e.d minds are allowed to pee everywhere.

I can see that most of the patch will be around ship lines as usual, but let us see what is gonna happen, cheers.
POBs are and always have been, for all the attempts by sections of the playerbase to treat them as permanent investments, some going so far as to see their maintenance and expansion as their main or even only motivating factor to play the game, temporary structures. While POB mechanics and rules aren't perfect and will experience change, there will never be a system in which POBs will be effectively immortal.
They are ultimately just a minor side branch of the game. If you want to focus entirely on building a sci-fi base, you're just in the wrong genre, there are lots of other games that are more suited for that pursuit.
And seeing as this is a year old, I think we're done with it.
