I'd like to clarify that the sanction itself seems a little hard given the correct context.
The player was informed he is either pvp dead or disconnected as he did disconnect three times avoiding RP or an interaction after all. Logging on his brand new bought BS with CAU8 it also proofed to me that he was not new. Asking why he returned (could've went out of the system without any issue yet returned straight to me!) with cargo in his hold not leaving the system he responded "PVP dead? you think I care about this stuff with you".
So I am basically sanctioned with weapon loss and credit loss for a player who returned with cargo in his hold where my pirate character would always roleplay seeing him again to make the most profit out of him. Since he refused my character would destroy him. Good job on taking half of the story directly to a sanction. Now I understand why pirates are gone. Violaters simply don't care and if you don't care afterwards as pirate and kill him for not caring you get sanctioned too.
In my opinion there is no wrong here as I as pirate am allowed to demand each time cargo. He disconnected on purpose why would I let a ship with cargo float in space with no captain on board?
What upsets me is that I am sanctioned mainly for not informing him which is just wrong. I always inform people if they seem new and even if they aren't! After all it is a game. But this individual just provoked on purpose to kill him... That's what makes violaters win... As they get what they wanted after they did something wrong. Gonna delete my pirate char now :/ Was fun after all.

Then you should have filed a report if he came back with BS to avenge the piracy but you did not and as the rule states, he IS allowed to leave the system but without cargo.

He didn't do the right thing either but he filed a report, you didn't and you got caught.
