The answer is quite simple, really. Alongside a Deep Space Engineering team stationed there, Planetform Incorporated is paying for Ageira to deliver our specialised products to Planet Harris. This is part of their long-term development plans for the system, of a scope beyond both the war with Kusari and hopefully the war wth Gallia too. I am not permitted to divulge exactly what we are constructing for them, apart from the Harris-to-Leeds-Gate Trade Lane which has faced setback after setback due to the local conflicts. The Docking Ring is a bit rusty, too.
As for repairs in the Tau-29 system, you would be correct in assuming that we would not travel through Tau-31 for that purpose. Gate and Lane repairs in that system are handled by DSE's Kusari department and we have no major construction projects in that system. Furthermore, distribution of Gate/Lane Parts in Kusari is managed by vessels travelling directly from Liberty to Kusari.
Generally speaking, the majority of industrial goods listed earlier are going towards the development of Planet Harris, with the rest of the materials headed to Java in exchange for minerals collected by the IMG. Freeport 6 is just an emergency stop-off point should our transports have to be redirected, and the Zoners occasionally purchase our surplus supplies.
I hope this clarifies your concerns.
PS. I find your concern for our proprietary technology most touching. The BAF have previously been not quite as accomodating.
