Its Humanitarian Aid Licensing violates the basic human rights. The International Committee of the Red Cross is unable and unwilling to pay that kind of "licensing."
We help anyone who needs us within our limited resources and your government want to tax us. Our dream is to have hospitals in the maximum number of places of Sirius, as well as having a hospital ship.
Yours only intention is blockade the Corsairs, leaving thousands of civilians died of hunger. We do not judge your wars, are matters of state. We will continue to provide basic supplies to the Corsairs, and help, if necessary, if Gallia Bretonnia orders a blockade.
But remember, we help the population rather than governments. While the donations we receive will invest in hospitals, development aid, resettlement of refugees, rescue crews, sent an urgent aid, and everything in our power to relieve the suffering, not to fill the coffers of any state.
Yours sincerely and hoping that in future your nation does not need our help
Manuel Mannock, captain of the cargo ship ICRC Geneve, commander of the rescue ship ICRC Barcelona and founding member of the International Committee of the Red Cross
