With the start of the campaign against the Insurgency, spearheaded by the Liberty Navy, the rebels have found themselves facing a dilemma: to continue the battle with all forces and risk total defeat - or to put up only token resistance whilst evacuating the important facilities, personnel and vessels, a move much alike the one done in Bering 2 years prior. Due to Battlegroup Harmony dissapearing without a trace, the only defenders left are the Hellfire Legion. Chaos engulfed the remnants of the Insurgency and thus prompted many to evacuate in desperation of what was to come.
One such captain was Ernest Marin, who sought to use the North Carolina, a damaged Arbiter-class battleship, to escape away from the incoming Liberty fleets. His plan was to evacuate to Gallia, however the trek did not begin without issues. Despite moving out of Vespucci succesfully, a patrol squadron of the Bretonian Armed Forces spotted the slow-moving vessel. While unable to field a significant force, both the garrisons in Manchester and the Liberty Navy's own flotilla in the region moved to intercept their target.
The Insurgents, expecting such an attack, called for the Gallic National Intelligence to support them. Both sides were on a collision course, with the North Carolina put into a race for time.
