My name is Fiorella Arianna de Marco and I have met few of your members in field while travelling through Kusari aboard my destroyer, the Amalfi.
While I am not directly affiliated with any major Maltese groups at this moment, I am cooperating closely with two of them and I am reviewing our Network in its current state.
I would like to know how the distribution situation looks in Kusari and if you had any successes or setbacks in the past year, per favore.

I am Senjōzaki Hinohara Yuuko of the Gen'an Chrysanthemums. I am unsure if I have seen the Amalfi in space and operated with you, but I take your word that you've seen my sisters around - we're not exactly a small force in Kusari. If the name Hoshihokori rings any bells to you then we've most certainly met.
Moving on from the introductions, the situation in Kusari has been remaining mostly unchanged over the past months. The Naval Forces along with the rest of the law enforcement have been making rare appearances here and there, not however attempting to strike Chrysanthemum bases or convoys but rather defending their own assets from our attacks. Due to the above, we have shifted our focus to convoys headed outside Kusari in order to spread the orange dream even further, prioritizing Liberty.
Our presence and influence outside Kusari does not mean that we've abandoned the place, however. Our rights and the rights of all women in Kusari will be respected, forcefully or not, it's only a matter of time before our influence has grown to a point where the empire cannot hold us back anymore.
Lastly, speaking of setbacks, the Naval Forces are certainly not making operations within Kusari any easier for us even with their decreased presence. Any help from the Outcasts would be much appreciated considering that the sizes of ships the Navals field are beyond what we're capable of dealing with.
Is there anything you have in mind regarding future operations within Kusari, Fiorella-san?

Grazie for the information you have provided me. It seems that, apart from some issues with the local forces, everything goes well and you operations are largely unhindered.
Since you have turned your attention beyond Kusari, tell me, have you tried to reach to the other markets aside from Liberty? Bretonia, Crayter and Gallia remain, unfortunately, unexploited by our business at large.

We prefer to not meddle with the Bretonians. The Gen'an Chrysanthemums maintain a neutral stance towards the Bretonians as we are welcome there at all times, this however does not mean that we refuse to pass through Bretonia in order to transport Cardamine to other locations, of course always operating in as much secrecy as possible when doing so. You can understand however that there is no destination that we'd choose Bretonia to go through to. Liberty itself offers a much better path to expand on.
As far as Crayter is concerned, I don't believe the Sisterhood has any ties with them. The Crayter Republic is an entity that we haven't spent much time around nor interacted with, but from the few meetings we've had with their vessels while transporting Cardamine through the Tau systems it would seem that they are not very fond of Cardamine.
As for the Gallics, apart from a few raids at Lorraine I haven't personally had much talk with anyone from that side of space so I wouldn't be the right person to refer to regarding their subject. If a sister of mine wishes to pitch in to provide more valuable intelligence on the Gallics that would be helpful.

Crayter Republic embedded deep within the Tau region is a major threat for our trade lines and feel free to kill them mercilessly whenever possible. We already crippled their forces by destroying several of their large capital ships, yet they are still meddling into our affairs.
Grazie for your insights on Gallia and Bretonia, Signora Yuuko. It appears that these potential markets will remain unexploited until we find suitable distributors in them. Fortunately, there is a room for expansion within Kusari and Liberty to increase our profits and influence as neither of these markets have reached their full potential.
Unless you have something to add, Signora Yuuko, I will finish my report with all these facts you have mentioned at this moment, but I will leave this channel open in case there are more questions from my end or if you will want to share something else with me.

Yesterday evening off the planet Malta, several of your cargo ships lined up for a 'race' and ignored all my direct questions. An incident like this will not happen ever again in Omicron Alpha - if you still want to remain in good standing with us, that is. We do not care where you play your childish games, but you will not play them deep in our territory.
A proposito, this is not just my personal opinion - none of the current factions can remember ever granting you permission to act infantile in Omicron Alpha.

I am sorry we somehow offended you, but let us get something straight. We hauled tons of cardamine for you into Rheinland, from Malta, at that very time. How we do that is honestly none of your business. If you scanned our cargo you would have seen that we made alot money for you that day. We did nothing that brought harm to Malta and our venture was actually very lucerative to the Outcasts.
May I remind you that you yourself spend an awful lot of time in Kusari and are quiet eager to use our services. Keep that in mind next time you attempt to throw your weight around, because honestly, I see nothing wrong about what happened at Malta. At least not on our part.

Somehow a navy drone was allowed to buzz around Malta and managed to scan you without you paying much attention to it. Which makes me wonder why this drone was not ditchpatched off 'deep within your territory'. Our hasty depature was mostly caused by the presence of hostiles in the area that seemingly could do as they please. If you really consider GC transports a security risk over a naval drone... Well let's say I really worry about your priorities.
And before you ask, it only showed up when we were loading up on cardamine at Malta. It somehow slipped through all your defenses and when discovered, was allowed to do what it was sent to do. Do you know the saying of getting your own house in order before pointing at the smudges on the wall of someone else?
And finally. No. We do not have an understanding. In both of our best interest, I will forget this conversation took place. Next time approach us in a more civilized manner. We have done business with many Outcast groups and none of them decided it was a good idea to reprimand us in such a manner for something as insignificant as not sticking around for a questionary while a navy spy is recording everything we said. We have done much for Malta and Malta has done for us in turn, and this is just rather unnecesary.
Next time I hope you got the security of your home planet in better order so we can stick around for tea and whatever questions you might have. We will happily oblige you. But this time we though discretion was adviced and we honestly cared about getting the cargo to its destination intact. two snubcraft can only do so much when that drone was busy alerting naval ships in the area.

Although I am fully aware of the navy recon drone, its presence or absence is not the subject of this message. The subject of our exchange is that if you wish to remain welcome in the Omicron Alpha system - you will be respectful in our home system and not play any of your childish games there. You have all the other systems in Sirius to play your games.
Behaving with dignity and showing proper respect to your hosts is not as difficult as it seems, many people manage it on their first try.

If you truly wish to lecture me on etiquette. The first duty of a host is provide a safe environment for the guest, which you neglected to do. Which in turn presumes that respect for a host is a given thing and not something one must earn by providing the services a host should provide. Furthemore, you can't declare yourself a host onesided. Being there for business like we were doesn't automaticly make us your guests.
Secondly, we violated none of the rules and laws the Outcasts have set up, past and present. You could point me to where it is stated that our behaviour was not allowed and we will certainly abide by them next time. But this case seems like an arbitary decision on your part without any objective rules being violated other than the 'because I said so.'

I do apologize in advance for the delayed response - I had to get back among the living and healthy after what happened in Sigma 15 first. However, I am now in a sufficiently recovered state to resume my diplomatic duties on behalf of Malta, and so I will reply immediately.
Everyone in Omicron Alpha is either our guest - or an unwelcome visitor. Nothing in between exists. There is no universal right of access to our home system because - quite logically - it is our home and no one else's.
Our laws are very clear on this matter and I will quote the relevant sections:
1.1 Any Outcast is permitted to engage any Sirian at their own discretion.
1.4 It is the duty of all Outcasts to protect Malta, and any unwelcome visitors should be removed.
1.5 When appropriate Cardamine smugglers are to be protected from interception.
End quote - as you can see, Cardamine smugglers are protected by our laws, but not unconditionally. We do not wish you to play your games in Omicron Alpha. You will behave with dignity and as good guests while in our home system.
You are hereby officially informed of our decision and I expect that this unpleasant situation will not happen ever again.
