It has been a while since our last official communication. Many affairs, of which news I bring tidings to you, have distracted us from the region of Kusari and thus the Blood Dragons. Our latest comm with a request for final one push to complete Damascus has been met with tremendous response, your aid helped us complete the mission parameters within less than 24 hours. While it has been a group effort of more than Blood Dragons and The Order, nonetheless I have to congratulate you on your job well done. In all fairness I wanted to cordially invite you to join in person, but it had already been finished. We see that you are still masters of the Northern Kusari which is always a good thing to see. To re-assume our cooperation, I will list a comprehensive sitrep for the whole of The Order in case you might have missed something.
The Order has successfully managed to sign cease fire, peace or non-aggression with nearly all powers in Border Worlds and Edge Worlds. The only outliers are naturally the Core - with whom there will be no negotiations - and the Outcasts, who have broken the official peace treaty that ensured cessation of armed conflict between the polity of Malta and The Order. To summarise, Maltese official authorities refused the ultimatum to choose between us and the Nomads, who were detected trespassing Omicron Alpha unhindered. They had quickly thrown their lot with the Core afterwards which makes us believe they sued for peace merely to betray us at a later, more convenient date. One cannot trust mutants who sold their humanity to its enemies.
The Core’s leadership had been beheaded through internal strife, caused by competing warlords each with their own view on how Core/Imperium should be run, and naturally pressure from The Order ongoing raids and offensives. Some have declared war upon the Houses that attempt to claim Edge Worlds, the others focus on restoring the previous status quo by focusing mainly on iridium trade. The architects of the ‘Imperium Omicronis’ are dead or defected to Malta. Their ill-advised attempt to align themselves with the Outcasts had alienated some of their supporters and benefactors, and incurred the wrath of the rival Hispanics: The Corsairs.
The Nomads are oddly quiet as of late. To satisfy your curiosity, we still have a long way to go. New flashpoints emerged in Kepler and Orkney and eventual re-emergence of Nomad warfleets in Omicrons is considered only a matter of time as they had done it numerous times before. This time we will be ready for them. Omicrons right now are chaotic battles aligning loosely on the axis of The Order and Corsairs, and the Outcasts and Core. AI and the Auxesia are a wildcard, net negative as far as The Order is concerned.
Lower Edge Worlds (or Omega cluster as navigational charts have them) are relatively “normal” ever since Bretonia was forced to withdraw. The Order had supported Zoner and IMG independence within the sector, unwilling to abandon our logistical partners. Since Gran Canaria’s liberation, The Order remains on neutral stance concerning wars ongoing between other major powers of Omegas. To prevent your radar operators from unnecessary stress, one of our operations aimed at reducing Bretonian hold over the region has yielded in recovery of a peculiar hull that was pushed into service with The Order Black Fleet. If you are unaware of its existence, I would like to introduce you to OCV Armageddon, Invincible-class dreadnought. Admiral Solandros own pet project. Credit where it's due.
We have completed our latest research station, located in orbit of Akabat. Damascus, besides pursuing advancement of science, also produces a multitude of equipment some of which intended to hunt Nomads more effectively. If you are in need for cloak disruptors or other special equipment of the sort, we can oblige.
The current consensus of The Order High Command is to pursue diplomatic relations with everyone who is willing to talk, can actually follow up on promises of peace and isn’t in cohorts with our dreaded enemies. As a consequence, we were granted access to the internal market of the previously Council / Gallic Confederacy and now the Gallic Union. We are willing to assist your movement by sharing the prosperity of promises that are easily accessible, legal and relatively cheap goods from Gallia. Diplomatic missions to other Houses and factions across Sirius are ongoing, but to make you rest easy: The Empire of Kusari remains hostile to The Order, unwilling to consider even a temporary truce with Shogunate - Order alliance so that we might find a final solution for Heaven’s Arch together. They still cling to the idea that Arch is… theirs and uncompromised by alien elements. I find it peculiar, but perhaps someone native - such as you - may be able to find a reason behind their irrational belief. Consider it compliments to your Shogunate that you are firm and consequential in pursuit of your objectives such as eradication of the Nomads.
The Order High Command will appreciate in a summary of what we should know concerning Kusari space. We will consider any and all inquiries, as well as potential requests you may have. You are effectively our window and forward operating base towards this corner of space and have backed us up on numerous occasions over the years. Different cultures may have differing opinions on what honor entails, but yours and mine are compatible and not exclusive terms. We will be awaiting your answer.

Konbanwa. We have been awaiting an official Overwatch contact for some time now. It eventually became worrisome, as the thought of our brethren in arms against the azure scourge parting ways with us was troublesome at best and devastating at worst. It is relieving for all of us to see that you are no longer tied down by other affairs and have decided to extend your hand to us once more. When we received the request to assist with delivering upgrade materials to Damascus, we made it an immediate priority to do so. The Overwatch would not ask our kind if you did not require our aid. Yes, it is fortunate that we continue to keep a hold on our territory, but many tensions are brewing within Kusari. We will provide a window into the present of Kusari, just as you have with your activities.
We still maintain total control over Chugoku, and partial space superiority over eastern Tottori and western Tohoku. We have our eyes set on pressing into Hokkaido and Rishiri, or as outsiders know it, Tau-53. The Empire retains total control over New Tokyo. The regions of Kyushu and Shikoku are strongly contested by the Golden Chrysanthemums. Hokkaido is lightly contested by both the GC and ourselves. Honshu is also lightly contested by us.
In Tottori, our efforts are focused on finally ending this planetary skirmish on Tomioka and forcing the Empire out of the system entirely. Our combat is largely guerilla in nature, with several minor hidden settlements across the planet that use the dense wildlife and stealth technology to conceal them. It is our current highest priority to secure the planet so that we can establish our own sources of food, water, and other resources as well as capturing every Samura installation on the planet. More importantly, it is the key to increasing our population and birth rate, and allowing some of our kind to finally live outside of the shadows. In the coming months, can we rely on combat support from the Order, both planetside and in space to achieve this goal? Of course, dispatch whatever you might be able to spare, as it is not a decision for me to make. However, we require support in high numbers to dominate the region.
In Tohoku, we remain watchful of the Arch and ensure that no infected individuals escape into Chugoku and beyond. However, we do not have the reach to properly secure the eastern side of the system, which is where the Order may be able to come in. The stationing of Order capitals near the jump holes of Omicron Epsilon and Okinawa should prove effective in this regard as a temporary solution, but it would be a good idea in the future to establish a permanent base of operations in the system for your kind. We would be willing to assist in procuring materials for such a task.
In Rishiri, the Empire has completely backed out of the region. News reports correctly speculate that the pull was motivated by the strong presence of Outcasts and the proximity to their home world. However, the north of the region is also occupied by Maquis. The pullout operation involved disabling or destroying all transit infrastructure. Both Sirian and Gallic lanes are entirely disabled beyond fixing. The gate to Hokkaido is destroyed, and the gate to Lorraine is disabled. Misaki Station was towed deeper into Kusari space, intended to be moved to Honshu. What remains of its former self is nothing but docking bays and prefab storage. Asahikawa Outpost was left there, damaged somewhat but it may still be able to be salvaged and turned into a proper base of operations for us in the future. Every installation has lost all power, though, and the orbit stabilizers are no longer online to protect the structures from slowly going off course. Mobilization is still underway to put scouting teams on Asahikawa to determine its viability with assistance from old schematics of the station and its hatches once given to us by Gallia, dated before it became a police owned installation. We may require assistance in the future with restoring this station to working order.
In relation to the Corsairs, a large entity that you brought up earlier, we have some pressing matters to discuss. There have been two confirmed sightings of a Brotherhood Corsair freely roaming around Kusari as though they are legal residents. This would not be so much of an issue, were they not operating for the benefit of the Empire. We have encountered this individual who has attacked one of our own in Kusari space, as an officer stands by. The same operative of ours also pried some info out of the commander of a cruiser, who has disclosed info on two accounts thus far regarding the presence and legality of the Corsairs in Kusari. The second sighting was provided to us by an anonymous tipper, who was generous enough to include the second account with the cruiser, having recorded it. Based on these events, the relation between the Corsairs and the Empire does not seem set in stone yet, but only a theory in progress. The Outcasts alone are enough of an inconvenience to our distant goals, but the Corsairs being here as well shall turn Kusari into a battleground between those powers, complicate our righteous war, and endanger many civilian lives in the process.
As a standalone request, We would like to establish the beginnings of shared tech agreement between our peoples. While we may currently obtain each other's craft up to gunboat-class vessels, we are each unable to effectively wield them in combat due to technology clearance limitations. They are currently worth little more than admiring at a distance because of this.
For the time being, we are glad to accept any commodities you obtain from Gallia to utilize for our objectives. However, in the future, more direct actions may be necessary if you desire to maintain us as a strong ally. The Empire is ramping up efforts to stamp us out judging by their increased patrol presence and stubborn bravery. With our numbers, we cannot afford constant direct skirmishes with the navy and their new pet combined if the Corsairs begin showing up en masse.

Dragons are holding onto their gains for the time being. It is good to know, although prolonged siege on the surface Tomioka worries me personally. I know Kemwer continues to flow into hands of Dragon troops planetside
As for the star system of Rishiri / Tau 53. Kusari had seemed to have withdrawn in perhaps too much of a haste. It is unusual to leave so much valuable metal behind after winning the war and effectively dictating the terms. We used this brown dwarf notably to make our entries into Gallic space and despite the gates being sealed, jumpholes do not obey directives of any human monarch. The Order intends to keep on using this corridor and welcomes your decision to fill up the void left after withdrawal of the two Houses. We can of course assist with any eventual salvage or repair ops under one specific condition. I need assurances that men and women bearing the Eye on their shoulder patches will be protected from Outcasts and Maquis that are known to operate in the area. Both make a habit of being unable to tell apart an Order capital vessel from a non-combatant transport.
The Corsairs in Kusari… are intriguing. World renowned pirates around which there are as many myths and stupid B-class movies as there are actual planets in Sirius Sector, who raided Honshu only three decades prior. Your assessment is the same as ours, The House of Bretonia is a notable example of what happens when Hispanic spheres of influence directly clash. Increased presence of Maltese and some of more obedient of their slaves would make our own jobs harder in the long run. Are the Corsairs in question only belonging to The Brotherhood? Our knowledge of the Corsairs is that The Brotherhood is the most ancient still surviving group that retains significance to modern day, although not the only power among them. Factual strength and influence are debatable.
In light of this, the most immediate way we can react is to re-establish a shared supply network for spare parts, hardware and munitions. There are a number of Dragon built assets that have fallen into disrepair, and which we would like to restore to former glory as your engineers do build quite a dependable selection that fills the niches in our own line. Diversity is the largest threat to monolithic hiveminds that Nomads are. We highly appreciate your desire to return to the previous arrangement. In return, we offer the equivalent of exchange of any and all weapons up to battleship grade, as well as any ships up to gunboat status. I believe you should be all familiar with its capabilities, Hathor-class in particular is a popular choice among our allies. Use those to raid Samura convoys, fight Naval Forces or contest Corsair entry into Kusari. So long as the condition that our equipment does not fall into anyone’s hands besides your own is fulfilled, we do not care how mass produced tools are used.
Actual deployments into Kusari must be discussed by the combined conclave of the Admiralty and cell leaders that would be willing to provide necessary manpower. They are rarely thrilled about having to fight other human beings unless they are found in cohorts with the Alien. However a possibility arose about expanding our original deal of technology exchange towards building capital ships for service within the Rose Dragons, with necessary clauses that are still being weighed. Of course naturally, we would expect it to be mutual exchange.
