I am contacting you with a similar request as before, but I am asking in advance as I got ahead of myself last time. As I have already pointed out in my previous report about the state of our network when I was working on negotiating a deal with the Xenos, there are still some markets which have not been explored before - Gallia - to be more precise.
While their notorious xenophobia is a major obstactle for us, there is a chance that one of their groups - the Brigands - might be interested in participating in our trade network. To my knowledge, they have been overshadowed by the Unione Corse and the Maquis lately, and they lack any cohesive political ideology which would be opposed to us. All of this leads me to the conclusion that they might be interested in earning extra credits for whatever their goals are.
I would like to hear your opinions about the matter, esteemed Dons of Malta, and whether we should proceed with this course of action or not.
Estimados miembros del Consejo y señorita De Marco:
This is a conversation that has been discussed internally in our organization and we are actually highly interested on this topic. The House of Gallia has not been permeated thoroughly enough with our influence and the Orange blessing that involves it; an expansion of Cardamine operations is more than desirable, bearing in mind the benefits that could bring us all, if it is sufficiently feasible. Moreover, our proximity to Gallia is quite optimal from a logistical viewpoint and we should take advantage of it.
De Marco’s proposition regarding Brigands is no novelty to us, as from all the parties mentioned they seem to be the most willing to collaborate due to their apparent agenda. Having said that, our members have seen little to no relevant Brigand movement recently and I believe that the claims regarding its overshadowing may be more than that. Still, leaving speculations aside, whether the ideological elements of the other sides could be suffocating them or the Brigands are just laying low, they could certainly serve us as intermediaries. Our organization would positively approve further operations involving the Brigands, after reliable procedures have been established.
On the other hand, the Unione Corse appears to be the high risk and high reward option. The rumors of their schemes and power reaches our ears but we can only guess about their exact impact on current Gallic society, as our reconnaissance has not gone deep on their trails. What it is a well-known fact is their callousness to interdict our brethren, trying to impose their Nox market and seeing us as threat to theirs. A detailed examination of this faction is required to determine its real value to us, assuming we try to involve ourselves in a controversial take with them.
Lastly, the Maquis do not represent a valid candidate on this matter, at the moment. As we all know, their eagerness to shoot and their ideological views collide severely with our vision and they systematically reaffirm their disgust towards the Orange Dream. Our teams have collected a vast amount of tactical and technical data about them, throughout the several skirmishes that have occurred frequently on Lorraine and Tau-37, but none of this is useful enough to affect them surreptitiously and using them on this particular aspect.
In summary, our opinion is favorable towards the course of action proposed by Fiorella De Marco; even if we anticipate a vague scenario, considering the mentioned groups, the opportunity to expand the Cardamine network through Gallia should be taken seriously.

The Unione Corse could be a good intermediary for us since they hold a major share of the Gallic black market, but I have ruled them out because of my past experiences with them when they have been attacking our ships - rather fanatically, I might add.
However, if you give me the authority to negotiate these agreements, I might try to contact the Unione Corse and see what their problems with us are - and if there is anything we can do about it. I do not think we will succeed, given their troubled past with us, but there is nothing at stake for us at this moment - either they will remain our mortal enemies or they will become our trade partners.
I will not waste my time with the Maquis. They are a lost cause as far as the expansion of our network is concerned.
The expected odds on this endeavor are understandable, as the Unione Corse has not displayed an approachable image to our kin, at all. Nevertheless, as you have mentioned, the alternative of initiating negotiations and exploiting their connections could give us a better outcome than the current status.
Additionally, if the black market is mostly on their hands, a critical change on their perspective towards us will allow us the possibility to penetrate into Gallia swifter, even more efficiently than with the Brigands; Cardamine could flow better than ever. Of course, we have to be careful on their own take, as they will probably want from us several arrangements that we will not concede; but this will have to be scrutinized case by case.
I authorize you, on behalf of the several families that I represent, to conduct negotiations with the Unione Corse. If the Brigands are not listening us, we might as well try to reach a different approach to influence Gallia into our favor.

It has been some time since you tasked me with these negotitations, but there has been some development in my diplomatic endeavors.
I have made progress in my dealings with the Unione Corse. For the moment - there is no signed document, however, I have been invited to a personal meeting where - hopefully - we will conclude our final trade agreement.
I have not contacted the Gallic Brigands yet - I will keep them as an alternative in case the Unione Corse deal falls through for some reason or does not happen at all.
That is all from me now, Signor Alarcón. I will be in touch.

It will have been six months since I opened diplomatic talks with Unione Corse in Gallia at your instigation. You will be aware that in all that time I have not reported any diplomatic success - well, there was nothing to report. Despite the initial warm greeting and the opening of discussions, no significant progress has been made so far.
Therefore, I have decided to take the initiative to open negotiations with the Gallic Brigands - hopefully, they will be more amenable to a new trade agreement in light of our relatively recent mutual trading history in Gallia.
