We wish to remind that the fine intended is only mentioned as a token fine to cover superficial damage suffered by several vessels and the incident itself. The Admiralty Board holds great interest in securing Johnny's Office as a close collaborator of Her Majesty's Armed Forces and as such we believe it to be of utmost importance to receive permission to view contracts offered to several groups of interest to the Kingdom of Bretonia, amongst which are the following: The Corsair Empire; The Empire of Rheinland, The Republic of Liberty, The Empire of Kusari, The Technocracy of Auxo, the Mollys, the Gaians and, finally, any Gallic-affiliated contacts (with the notable exceptions of the Maquis, Brigands and Unione Corse).
As we trust that there are no such issues at present, we are willing to lower the fine to only a symbolic 25 million Sirius Credits instead of the original 50 million or the proposal 100 million. In addition, we remain open to discussing other terms to better fit in with our requirements for accessing contracts operated by Johnny's Office with the entities priorly-mentioned, such as offering a standard payment to view the channels, amongst others.
We hope that Johnny's Office stands firmly alongside the Admiralty Board in addressing these concerns. The terms have been amended as mentioned.
The Armed Forces (further: BAF) hereby retract the bounty issued on personnel of Johnny's Office (further: the Office);
The Kingdom of Bretonia shall welcome the Office to operate within the borders;
BAF offers the Office access to the Contracts Board;
The Kingdom of Bretonia will cover the total medical expenses of injured Office personnel;
The Office will receive quarterly tasks for the Crown of Bretonia.
The Office agrees to pay a total of 25 million Sirius Credits as a fine;
The Office solemnly engages by the present agreement to permit BAF access to all communications done by the Office with the following entities: The Corsair Empire; The Empire of Rheinland, The Republic of Liberty, The Empire of Kusari, The Technocracy of Auxo, the Mollys, the Gaians and any Gallic-affiliated contacts (with the notable exceptions of the Maquis, Brigands and Unione Corse).
As per article 4 of the initial section, the Office agrees to accept contracts from the Crown of Bretonia. In return, 50% of contract value will be paid upon initialization.

We are not happy with letting our communications open with our clients, but we can propose a limited access instead. Communications here are designated as communications, and not the records of interpersonal communications. Thus, access to limited communications of these factions will be available to you, chosen by ours truly.
We still maintain the fact that we, as a private detective agency, uses the communications channels as our main tool for gathering intelligence, and fulfilling contracts. We cannot confirm nor deny the use of unconventional and unorthodox ways of obtaining information. Intelligence gathering, especially with our company, is necessarily reliant on questionable entities. By giving up access to these past communications, we are not only betraying customers, but also betraying ourselves, as selling information is our main "commodity". We urge you to reconsider, and we would prefer another clause instead, of similar intensity if you wish so.
We have learnt of the lessons behind this incident, our ships are reinforced, and tracked, and once again, we want to confirm that this incident was not realized by an agent of the Office. The modified clause is highlighted in the draft below.
If needed, we can meet instead at a neutral base such as a Freeport, in order to avoid a back and forth until we finally agree on this agreement.

As we said earlier. This was originally going to be just re-sending the previous message. Though, now, it seems you are having some trouble in or about Cortez. We have yet to check, because we are still under your desire to punish us.
Let's make a simple deal instead of a formal agreement. It will be quicker.
You retract the bounty, and we resume working for you. Your primary objective and potential secondary ones will be completed by yours truly and with cooperation with your ancillaries. A neutral, discreet organization such as ourselves would prove extremely beneficial to the Kingdom.
