Her Majesty's Armed Forces and the Secret Intelligent Services remain a stalwart opponent to House Gallia, and are as eager to see the pact signed due to its importance.

It is my desire to thank you for the prompt response and dedication to establish a diplomatic agreement between our two states. We remain highly committed to this crucial matter and are ready to implement concrete steps to materialize the discussed efforts from the moment terms are agreed upon.
The first subject we wish to bring to your excellencies's attention is the state of the Tau-31 system and Planet Harris, respectively. Due to the now well-known diplomatic stalemate between Her Majesty's Kingdom and the Republic of Liberty and as a result of the dissolution of the treaty between the two parties, Liberty corporations have ceased all operations planetside and do not wish to discuss their interests in the region.
As we highly value beneficial partnership, it is the desire of their excellencies, Mr Benedict Thomson, esteemed Secretary for Foreign Affairs, and of Mr Yasmin Kaur, the esteemed Secretary of State for Trade and Industry to offer a formal invitation to Samura Heavy Industries and Kishiro Technologies for cooperation with Bretonia Corporations, Bowex, Planetform and BMM respectively, on the topic of Planet Harris' agricultural industry.
The valiant efforts of the Kusari corporations are held in high regard, as they have been reliable partners of the Kingdom of Bretonia in the past, present and will remain so in the future.
Please let us know at earliest what the thoughts of the respected government of the Empire of Kusari are on the presented business opportunity.

As Genrō of his Imperial Majesty, I shall represent the Kusari Empire including the Keiretsu during this negotiations.
Bluntly spoken, the Republic of Liberty act like fools, abandoning the possibility to grasp hold onto a Planet with such geopolitical and strategic value. Not to mention its economic possibilities.
The Keiretsu are interested in your offer and drafted a few early plans for possible development already. Admitted, from what I've grasped of them, these are mostly refurbished ideas from the early 810s.
In order to enable more precise planning, we wish to inquire about the exact status of Planet Harris' infrastructure and the exact status of the terraforming project prior to continuing eventual treaty negotiations.

The Kingdom of Bretonia shares the sentiment that the Republic of Liberty is an unreliable and untrustworthy partner in economic and military affairs alike, but it is not our desire to play into such geopolitical games in the current state of Bretonia's economy. We understand why a move to retreat from the treaty was made, and while it saddens us, we do not expect the Republic of Liberty to reverse the decision in the close future.
In addition, we hope it is absolutely understandable that both the Kingdom of Bretonia and the Empire of Kusari will joinly pay for the maintenance of equipment on the planet, so as to not put too significant of a burden on either side of a possible agreement.
In regards to the infrastructure that currently exists planetside, it consists largely of planetary equipment, machinery utilized by Synth Foods, and a smaller number of agricultural farms that can be, at any time, leased to another party. We believe this to be a satisfactory initial stage, as Samura and Kishiro respectively can proceed to bring in additional equipment at later stages to utilize the space available.
The Foreign Secretary has also stressed the need to involve, as per the prior negotiations, the Crayter Republic and the corporations that specialize in the agricultural sector. For that, we think that inviting the Yuma Ocean Farming Co-operative is satisfactory and will ensure that both the Empire of Kusari and the Republic of Crayter remain equal business partners in the soon-to-open Harris agricultural market.
Please let us know if this is agreeable upon, and, we will send an invitation to the prior-mentioned Crayter corporation for participation.

We thank you for the swift response on our inquiry.
First and foremost, the Kusari Empire holds no interest in shouldering the named expenses through state money. The Keiretsu will be granted almost full sovereignty if we seal a deal, all operational costs fall upon them and they are well aware of this circumstance.
A subject where shared or one-sided expenses come into play is the question of planetside security. We assume that the Macduff will vigilantly stand guard in vicinity of Harris orbit for the time being, which would leave planetside security open.
We propose a joint venture of corporate security assets with an additional small permanent garrison of the rikugun, the Imperial ground forces, to establish a stable and cost efficient security situation on Planet Harris. The Kingdom of Bretonia is in the middle of the largest scaled rebuilding process any Sirian house faced in their history, it is only righteous when we commit our fair share - especially with the Macduff's importance in mind. According to intelligence data on our side, any potential larger scale operation on Harris will sooner or later attract sabotage attempts by either Gallic or Outcast forces. An agricultural cooperation may also anger the Gaian movement, thus we consider it an urgent matter to establish a significant security apparatus in advance to discourage them from even trying.
The existing infrastructure appears adequate enough for the Keiretsu to invest resources into. Kishiro Technologies is familiar with Synth Foods technological equipment, largely due to the fact that is was a Kishiro subsidiary developing a large variety of it in tight cooperation with Synth Foods.
Samura Heavy Industries will surely find an interest in the agricultural farms as well, the exact distribution of assets shall be a matter for the Keiretsu to argue about among themselves.
Naturally, past agricultural endeavors, both parties are interested in the construction of shipping depots and potentially even other industrial facilities.
In light of the requested cooperation between the Keiretsu, Bretonian Corporations and the primary food producer of Crayter, we propose to leave the operation of storage depots and the eventual shipping of agricultural goods designated for non-Kusari markets to Bretonian and Crayter corporations. Due to the repeatedly highlighted dire situation between the Kingdom and the Republic of Liberty, Crayter merchant vessels could pick up the Liberty market and smaller third-party customers, while Bretonian merchant vessels can handle the remaining markets.
We shall await your reaction and look forward to discussing matters further with the Crayter representatives as well.

We are pleased to see such a positive response to our plans for the industrial and agricultural sectors on Planet Harris. The willingness of Samura Heavy Industries and Kishiro Technologies to invest into such a project represents a success for both Kusari and Bretonia and we will eagerly cooperate in other sectors should the opportunity arise.
To reach the matter at hand, it is most understandable that security precautions must be taken to ensure the safe and secure transfer and procurement of goods from and to Planet Harris. The Kingdom of Bretonia has long examined the situation present and we offer guarantees that both the high orbit and immediate vicinity of the junction are patrolled at all times by highly skilled and competent pilots of the Bretonian Armed Forces. Furthermore, additional security precautions have been taken in Leeds to ensure that the Jump Gate leading into the Tau Border Worlds is safely under Bretonian control and that no outlaws will take advantage of the precarious security situation in the region.
For on-the-ground security, we stand by our partners and allies and welcome the proposed plans to include Samura Heavy Industries and Kishiro Technologies' security divisions, as well as the contingent of Imperial Guards. Whilst we understand the desire for such deployments, we also wish to transmit the desire of the Crown for increased Royal Army and Police Authority patrols on the planet's surfance, so that both elements from Kusari and Bretonia may cooperate in good order for the guaranteed protection of all operations that take place on the planet.
On the topic of planetary security, it is also important that we remind that the Bretonian Armed Forces operate, in close coordination with members of the Crayter Republic, several installations on the planet proper. Due to the close vicinity to the Jump Holes leading to other regions of the Taus, the Kingdom of Bretonia and the Crayter Republic have long collaborated in the task of repelling Outcast and other outlawed groups from the sector. We hope that this is a matter that can be well understood due to its importance. In addition, it may be possible that the Armed Forces will extend the installations in the nearby future, so that they may best fit the need for maintaining patrol squadrons without a requirement to station a battlegroup in the immediate vicinity of Planet Harris.
We welcome the desire to invite Crayter corporations for both agricultural purposes and for their close partnership with the Republic of Liberty in matters of commerce. Such a cooperation between the Kingdom of Bretonia, the Empire of Kusari and the Crayter Republic will not only allow for a higher food output for the Sirius Sector, but also result in a higher degree of fraternization between the three nations. As per our previous communications, we will extend an invitation to the Crayter Republic representatives for participation in the joint projects on Planet Harris, and expect their responses within the coming days.
As a last note, it is in our mutual interest that, as evidenced by the above-discussed matters, that both Kusari and Bretonian corporations be allowed to trade with one another without facing additional border checks and a high number of taxes on commerce. For such, we propose a mutual reduction of the tax on commerce, initially starting at 10%, so that by January 831, depending on the results of the joint project on Planet Harris, reach a 20% change. We hope that this will further cement the close partnership between the Kingdom of Bretonia and the Empire of Kusari.

Goes to show Liberty is too proud to give any grace to anyone that would like to talk on an equal plain with them. Taking pleasantries for granted to be rude and pompous to spit where they please.
I must thank you for inviting the Crayter Republic in this matter and opportunity. I've given the rest of this com channel a quick read through and if I make any mistakes please correct me.
Long story short for our participation on Planet Harris. Yuma Ocean Farming is to survey the planet to find suitable lands for agricultural use, and possible future points of interests as terraforming continues. What comes as a surprise is the severing the connection to the Liberty economy from Bretonia, be it willingly or not. Leaving it to ISE to transport needed resources from Liberty for this purpose as well. We won't be able to give full commitment of transports due to other interests of more importance to Crayter. As the future becomes the present ISE may be able to shift priorities as resources become available.
Concerning the security worries, I agree in the threats that may fall upon Harris. I will confer with the ministry of defense and give you their statement on the subject. Seeing how the Crayter Republic controls the rest of Tau-31 I doubt there will be any problem with providing security for Planet Harris.

On the topic of space security, we have full trust into Bretonian and Crayter capabilities and in accordance with the Treaty of Harris will cooperate with the local forces. For planetary security matters, we appreciate to hear that a sizable security complex already exists on the surface and I am to extend high hopes from the designated local garrison command regarding future cooperation on Planet Harris. Due to the Imperial Ground Forces approach towards guarding high-value industrial complexes, our local garrison will be integrated directly into the complexes operated and hopefully soon expanded by the Keiretsu.
On the topic of tax cuts, we stand by the Kingdom's proposal in all points.
For attention of the Crayter representative: the Kusari Empire proposes an adjusted approach to the handling of goods flow from and to the Liberty market with your evaluation in mind. Samura Heavy Industries will commit additional capabilities to the import of required Liberty market goods for the Harris industries. With this amendment, the Crayter ISE should hopefully possess the capabilities required to handle the bulk of end products leaving Planet Harris for the Liberty market.
