Indeed, they are neutral as you can be. Join up and ask for an Explorer. It's expensive though, but will allow you to chart Nomad systems.

I use the Corvo Zoner Deep Space Explorer Cruiser with a zoner guard ID. You should be fine in the house systems as long as you have good RP. You also need to have a guard ID, so be prepared to spend several hours working towards that.

Bah, only if you don't want to take the time to get the rep, oh, and figure out how to navigate the minefield. But if you work on the rep, I will help with the mine field.

You need to first kill Gass miner guild ships (sigma 19 i believe) to the point where your zoner rep is almost red, but don't over do it. You then go back to any zoner base and try for a triple bribe. Your IFF should read zoner after a triple bribe. Use the /droprep function and repeat the killing GMG/getting a triple bribe one more time. Your zoner guard rep should now be full. Then you have to proced to Corinth base in Omicron 74. This is where you have to navigate the minefield. The Guard ID is only sold at Corinth base as far as I know.

Personally I use a Zoner 'Conference' Gunboat combined with Freelancer tag and ID(get-able in 10 minutes). With this I fly just fine. NPCs don't bother me much and Gunboat has a decent cargo hold for stuff you may bump into and so on.

Heres how i do it

Start a new character, your zoner rep is going to be totally neutral.
Go to omega 3. There, near the freeport, are some depots, shoot some, till you rep is one bar below neutral. Go to gran Canaria in omega49, get a triple bribe.
If then your guard rep is not at max, do it again, go back to omega3, shoot the depots until you normal zoner rep is 1 bar below neutral, and then go back to gran canaria to take a triple bribe.
PS : when taking the triple bribe, use this method : Take a corsair bribe first, then relog until you have the bartender giving you a zoner bribe, then just switch between the commodities dealer and the bar, until 2 corsairs give you the bribe [the bartenders bribe wount change until you relog, or dock/undock]
