Meine Herrschaften,
there is dire news we will talk about. Bretonian Intelligence has been spotted another time within our borders. And i am not referencing the sighting in Stuttgart - it was noted and swept under the rug, as a sign of goodwill from Großadmiral von Thielau. His goodwill is finite - and certainly exceeds mine.
Your latest involvement in Hamburg borders on disrespect towards the House of Rheinland. One of your bombers, BIS-Lord.Chelmsford, entered House space without permission. Not only that, he also engaged in combat with three targets and ignored orders from present Rheinwehr forces. Two of these targets considered neutral to Rheinland, thus protected by law. Does Bretonian Intelligence elevate itself above Rheinland law? Bretonian Merchant Navy just happened to show up with two vessels as well, one of them ready to join in - right on time and very shortly after that agent arrived i might add. A peculiar combination of occurrences.
Fortunately my imagination isn't as vivid, else i might draw unfavourable conclusions to this.
So bitte - explain your agent's presence and actions to us lest i do get creative.
Für den Kaiser! Für das Volk! Für Rheinland!

I'm afraid I am not familiar with the individual of whom you speak. This 'Lord Chelmsford' is certainly not a Lord by any acceptable authority or definition and he or she is certainly not affiliated with the SIS. In point of fact this is the first time I have heard of this person at all and I have questions of my own regarding their behaviour, namely why they are in Rheinland attacking people? and who exactly it was they were attacking? I have requested information from my people, who are as bewildered as I am and the databases tell us nothing, we believe either they are a rogue agent or a remnant of the old BIS that operated before the Kusari war, but there are no records of anyone by that name.
I therefore conclude that whoever this person is, they are not affiliated with the Bretonian Intelligence Agencies, be they present or past and as such go so far as to say they are not affiliated to Bretonia at all, despite flying our colours. You have every right to treat them as a criminal if you deem necessary, although I have taken the precaution and perhaps the courtesy of sending this individual an open letter. Perhaps they are unaware of the ramifications of their actions, although at this point I would say the damage is done. Should this individual continue to cause you problems I can see no other solution to simply issuing a 'Kill on Sight' order, if you have not already done so. But I must assure you formally that whoever this person is, they are not working for or with the SIS.
Should you have any further questions, please do not hesitate to ask.

Direktor Steiner,
a keen grasp of reality. The damage has indeed been done at this point, ja.
You may begin clearing up your own questions by inquiring about both involved Merchant Navy vessels. As they clearly acknowledged this bomber as a fellow Bretonian and found it questionable he was fired upon, one of them ready to render assistance in our space. Maybe they were fooled by this pilots charade, maybe they were not. Little doubt that you have your ways of finding out. I would have been more lenient if it was a single delusional operative gone rogue. Easy to rectify after all, as you correctly said so yourself already. Nothing more than a mere footnote. Yet the Merchant Navy's impeccable timing remains a topic of curiosity.
Callsigns of the vessels in question are BAF|MN-Liverpool and BAF|MN-AMC-Anguilla. Liverpool being the more eager one.
Chelmsford's targets were a Freelancer, a Technocrat and a Corsair. The latter already locked in combat by our forces. Your government should have received a report about this by now.
As i stated, you have been granted the benefit of the doubt by Großadmiral von Thielau's goodwill. My imagination therefore remains slumbering for the time being. This isolated incident will be treated as exactly that. An isolated incident, not to be repeated. Make no mistake, that alleged 'Lord' will reap what he sows. So will anyone who follows his insolent example. Refreshing to hear that the Crown will not miss this agitor in the slightest.
Do me the favor of sharing what you may find out, should that self-proclaimed 'Lord' entertain you with an answer Herr Direktor.
