Plus:
They are a pain to build.
They are a pain to siege.
They are stupidly balanced (Hitpoints, etc.)
It's a shame we cannot see a rework any time soon.
I liked PoBs when they weren't everywhere. Wesker was the perfect counterbalance, making sure that the PoBs that were around actually did the bare minimum of RP communication and felt like they deserved their place on the maps. Back then, people grouped up to take care of one PoB. Nowadays it's one person taking care of multiple, people use them to annoy other people with weapon platforms on hostile and it's really annoying to see how they pop up with oversized models in areas where they absolutely don't fit, like asteroid fields or debris fields. The big Newark-type stations used to be the marker for a house's main planet. Now you can see them anywhere. If it was about small models, no issue, but for a few hours of silent farming, you can basically have the same results like a huge Core 5 SRP megabase like Nichols.
Another thing that is unfortunate is that Discovery has a lot cool new stuff but PoBs still have the same mechanics, instead of being used to convert raw ores to commodities and Scientific Data and Codename weapons for capitals. I'd prefer if all wrecks no longer drop weapons but weapon parts as commodity, which need to be brought to PoBs for processing, so people actually go for hunting all wrecks again instead of the ones for Archangels and such.
It's a lot of unclaimed potential, and it's frustrating to see what PoBs have become now.
But they do come with some caveats to be aware of:
1) They are an obligation. - They take time. A LOT of time. Someone referred to this as 'a chore' in one Discord server once months ago now. Time that you could be spending engaging with someone in RP more freely. People complain about Powertraders - I was one. When you want to upgrade your base and you're often working alone at it, RP is almost a hassle. Don't let this happen to you - POBs are a group activity, there's where the fun lies and then you realize you can stop and RP once and awhile!
2) They need incredible amounts of material to upgrade or make equipment - see point 1. Lots of time.
3) People get attached to them. Of course they do! They take HUGE amounts of time to build. No one wants to do that every month or year! But I will tell you once I realized that my attachment to my large amount of bases was actually detracting from my enjoyment of the mod - Everything became clear. I do not one bit regret the day I decom'd the network.
4) Bases are a group activity - there's just too much work with the current mechanic to do on your own. They should probably require LESS work, as then if they were destroyed, they wouldn't be so dramatic to rebuild.
5) Once you get to a certain point with base construction - there's not much left to do if you're not running equipment construction except supply the crew and repair needs. And that can get tiresome.
6) Lastly and maybe most horribly: Bases often become a target of OORP rage. Sure, everyone says its in RP. Then they get a pass. But it happens - likely more than I even realize.
When doing events, I typically quote the following right from General Conduct server rules:
The intent of these rules is for everyone to be excellent to one another and to use common sense. Keep fair play in mind and have consideration for others. It's a game, and nothing is gained or lost save for the experience. Credits can be re-earned and ammunition replenished. If you become infuriated, step away. If you make a mistake, apologize.
Unfortunately PoBs seem to have a knack for drama on one side or the other. At some point both sides need to find a middle ground. But in the end, it is a game.

It's in fact quite interesting you mention that, because even though there are indeed a lot of POBs around the place and most of them have little to zero RP background, they don't really pose much of a nuisance as you claim, in fact the opposite happens, the POBs that do have several defmods, high core upgrades and are used to be a total nuisance are the ones that do have RP background, some that come to mind are FortiSec in NL, Albany in NY, that piece of crap right next to the trade lane to the Frankfurt gate in Munich, that one right next to Portsmouth Shipyard in Cambridge and Medway Dock in Omega-3, to mention some. This could be solved by just not allowing players spam and deploy bases with defmods right next to trade lanes, gates, NPC bases etc, and i wouldn't care at all about none of them.

Agreed, some people just has a bad taste when picking ship models, but beauty is on the eye of the beholder i guess.

Making something more complex doesn't necessarily mean it's better, POBs as they are right now are already a massive and unfun chore, and so it is doing stuff in most transports in general, i do think something like this could be nice to have, but it shouldn't be the only way to get codes, these task won't be much issue for factions and large groups of players but i don't think individual players should have to deal with that just to get better guns. One recent example of why getting something in several ways is good is the PVE battlezones which are a good alternative to just powertrading or smuggling for cash income. Something that comes to mind is to bring back derelict bases with good stashes of codeguns for example, it would also bring some exploration back since that's very much not a thing anymore, and players not having use for all those codes could just sell them in forums or POBs.
I play video games because I like the freedom they offer. POBs require constant investment, but I prefer to play when I want and not play when I don't want. My mailbox is full, so no, the Republic of Liberty is not free to send me messages.
POBs are bad because they are bad, and do not support PVP 100% forever
I should delete all POBs and start by deleting mine... they are the reason why the world will collapse, I mean discovery collapse.
