I believe we have spoken before, when I was actually the Inspector, and now I have moved up to Superintendant, I do have more duties to follow. We are initiating talks between our own Empire and Liberty regarding Prisoner exchanges between the two houses.
This will hopefully take place very soon and will involve transferring low threat criminals who are on short sentences within the judicial system. Communications have been sent to Liberty Government and also the Liberty Police Incorporated, and of course the three main Naval Fleets of Liberty.
We have commissioned the |KSP|Keimusho.Raina which is an ex Cruise Liner from the Renzu line and is fully equipped to transport prisoners safe and securely. We would like to discuss matters with you, regarding some help from your organisation with some escort duties when we manage to get the exchange program initiated.
We would also like to be able to include your operatives regarding patrols within our regions, and also the possibility of doing joint training of our combat pilots, to keep them on their toes so to speak. So far we have secured transfers to Fuchu prison, and we are worried that there could end up being an overcrowding situation.
I would like to maybe arrange a meeting with some of your high standing people, so we can lay out some plans and get this coordination idea rolling. Arranging a meet within the next month or so would be ideal, whilst we try to secure a deal with Liberty and the Empire.

Mr. Shimamori exaggerated my knowledge about Liberty: I lived there for some time, but I'm afraid I won't be of help when dealing with their authorities. In any case, I'm ready to join your convoy if the Liberty authorities agree to your proposal.
It is indeed a good idea to have joint trainings. Although my techniques differ from the navy standard, I'll be glad to show a few tricks to your pilots, provided they are already familiar with the basics. As for the patrols, we have already had one recently, and I think we could call it a successful one. I'm seeing no reason not to continue our cooperation for the good of Kusari.
