Your vessel has been found guilty of breaches of Rheinland Law Article Three: Trade regulations namely §3.1.1. - Restricted Cargo: Light Arms.
And Article Four, namely §4.4. Foreign military spacecraft, specifically §4.4.1 - Liberty Navy -presence in New Berlin.
I do not have to tell you that Rheinland does not take interference in its internal affairs lightly. The events of 818 AS are still deeply ingrained in our memory, and we will not have foreign military vessels smuggle restricted cargo into our house unchecked without consequences. Having said that, us never having issues with your Fleet, and the interest of all parties being lawful peace the Oberkommando has decided to employ leniency in this case. Which for Liberty's sake better be the first and the last unless your house wishes to feel the invincible might of the unified Rheinwehr.
You are hereby ordered to:
1) Transfer a fine of 1,000,000 credits to [RM]KAdm-F,Habsburg who caught you in New Berlin, and reply with proof of transfer. I want to stress that this is a symbolic fine as a gesture of goodwill instead of the possible 14,000,000 fine.
2) Confirm you have studied and understand the Laws of the House of Rheinland.
3) Pledge you will respect and abide by the Laws of Rheinland at all times, including our borders.
You have seven days to comply or this incident will be escalated to higher diplomatic circles, rather than the isolated transgression or incompetence of an individual that we view it as at this moment.

Your communication has duly been forward via the Chain-of-Command and thusly, I'll be handling any formal communications on behalf of the Forty-sixth Fleet.
First thing's first, the subject matter at hand; attached to this communication is confirmation of the requested fine.
Secondly, any such breaches of conduct, moving forward, will be sent directly to Forty-sixth Command, in all instances. I would be remised to not duly notify the Rheinwehr Admiralty, should one of your, more inexperienced Officers, were to violate Liberty Law. However, you have my gratitude for the leniency for the infraction on the scene. I've been advised that both my Officer and the Konteradmiral apportioned each other the proper respect and acted professionally, throughout.
Lastly, the vessel in question, the LNT Courage. The Courage is assigned to and flys under Merchant Marine Division. This Division is responsible for secure transportation of goods from Liberty to allies and neighbouring houses. Given the nature of the offence, I feel it would be prudent to perhaps discussing and looking at opening up military trade between the Liberty Navy and the Rheinwehr. If this is something you would be interested in discussing, or have further questions, please contact me on a new secure channel.

The 46th|MM-LNT-Courage commander has failed to follow our orders, come forward and provide full statements on understanding our laws and a pledge to abide by them to the Rheinwehr within the prescribed timeframe. As you have provided the fine we can table this matter for now without consequences reaching beyond the offending party. We take this illegal trespassing, restricted arms smuggling, lying to our officers about obtained permits, and failure to provide requested statements as merely a lapse of judgment of 46th|MM-LNT-Courage, and trust that they will not engage in further illegal activities as there will be no leniency next time toward them.
As to other matters - we are open to cooperation with Liberty and the 46th Fleet in terms of access to other's respective houses for trade purposes, including Merchant Marine access to Rheinland. This matter would have to be discussed as part of the re-negotiations of the outdated and inactive Hudson Treaty that currently creates ambiguity between the Rheinwehr and Liberty Navy in our vital shared border world. These negotiations have to take place between governments, however, only then can the lower level and priority matters like Merchant Marine access to Rheinland be tabled to be considered as an added agenda point to high-level agreements. Our government is aware of the unresolved situation around Hudson and Planet Atka but is currently dealing with more urgent matters - this matter is relatively low on their agenda. Feel free to make this a higher priority matter by urging your own government should you want to speed up the process of the Merchant Marine being granted legal access to Rheinland.
