Since the "Community" includes any player that participates on the game I'd say therefore that everyone is entitled to the evidence. Send the evidence please.
This would be better served being posted as a forum announcement, and the exploit in question, along with any others, being listed in the server rules like the FPS cap and flipping ships are.
Imagine the staff being honest and forthcoming, admitting to their msitakes rather than trying to punish anything and everything - including alleged violations never listed in the rules.
But I guess that's too much to ask from "a team of unpaid volunteers".
Needless to say that more often than not, it happens by pure accident and that's the last thing I bother looking after in combat. Now you're just being ridiculous. And it appears that Denis was made into a scapegoat.
I don't Realy Like to be sanctioned for something that I have not done. I also think that a Normal announcement and a Change in the Game Rules would be a better way to address this

i even don't know what are talking about ... use pulse weapons to instantly recharge powercore ... but pulse weapons don't drain the power core, and are used to take the shield down and then use the other guns to damage the hull? i don't know what is that ... the only pulse weapons that i have are in one of my transports ... and they don't instantly recharge the powercore!! And how the opponent is going to know that the powercore of ship is full?! and also prove it? man ... being a honest player is really a dumb case ... don't know nothing about this!!
It really feels like the admins live a world apart from the playerbase sometimes to be honest. I feel this would have been far better received if it were addressed as "we've noticed people using x unintended bugs/bethesda features/whatever you want to call them. As of this forum post, people caught using this will be sanctioned until they are fixed or otherwise addressed." and also mayhaps put something to this effect in the in-game joining message as something of an emergency alert.
I find this a far more plateable alternative to blanket warning quite literally the entire community (sorry, "community", because apparently you're on your high horse today) in two, blunt sentences for something that is neither a modification of your discovery freelancer nor using a third party tool. Is it technically an exploit? Yes. But not by your established standards. I think a bit of elaboration and something of a better approach would be better in future. This approach is only good if you want to speedrun alienation of people who have done absolutely nothing wrong.
I know that there are people in the upper "echelons" of discovery freelancer who look down on the playerbase for a lack of meaningful communication, and while that is often true, this is no better and in all honesty is arguably worse given the stated consequences. I'm someone who thinks that the admin team gets a very bad rep. I'm being proven wrong today.

Though recreating that bug is troublesome as catching the point at which the core recharges is rather random and thus can not be reliably remade. Capital ships are more susceptible to it.

Ohh ok!!! so it is a random crap that might happen and some may try it to happen and if so they can be punish if the are cought!!
