I am not sure if what I'm to offer and request is of interest to you, however your installation is of importance to me and I'd very much like to continue business with yourself as the new administrator.
Firstly, excuse me the delay, we're still quite busy with internal affairs. Now, regarding the message of yours... It is all understandable. My previous transmission to the Nations of Malta was only but a greeting. More delicate matters, as you have just suggested, require more appropriate contact means. Regarding the Consortium, I don't know the reasons for which they left their previous inhabitat and it is none of my business, either. They might return with time but it is something they need to reach on their own. Until then, or until things complicate which I would hope to avoid, we Zoners of Noreia intend to flourish in peace. Which leads us back to square one...
As a neighbour, it is in my interests to improve our relations with the Nations of Malta. We're willing to cooperate - all within logical boundaries, naturally. Therefore I'm eager to hear your offer as it might prove beneficial to us both. Keep in mind, though, my people are neither combatants nor raiders so we will not be able to assist in acts of piracy or other more violent means regardless of targets. My involvement with the prior owners involved assisting them with building a dry dock but also the purchase of various supplies I require vast quantities of.
It was a mutually beneficial agreement for which we both benefitted greatly.

Greetings again. Your proposal sounds reasonable and our vessels should be able to assist with cargo shipments. That is, of course, dependent on exact type of goods - as being a Zoner gives us some freedom yet doesn't guarantee welcomings with most spread arms in every corner of Sirius. The Liberty, for example, is currently a no-go for us due to some events we took no part in but suffer whatever consequences there are, nevertheless. I'm not all too updated with what's going on in there, quite frankly.
Should both of us find common goals among each other, we might also require some specific cargo from the Nation of Malta itself. Only time will tell. Having said so, my kin is open-minded to and eager to assist. Til' the next time...

Regarding our installation, we're currently working on additional cargo cashes to help with, well, storage. Hull Segments and Industrial Hardware seem to be the resources we're currently lacking in significant quantities. However, I'll say more on this matter once I get your order moving. I don't want to leave my promises unfulfilled, it doesn't suit business.

The talks have stretched a little bit longer than I initially anticipated but I'm contacting you with some good news.
We've successfully acquired 40,000 units of High Performance Alloy in cashes locked on our station. These are currently being tested to meet required criteria but no problems have been reported so far. The Heat Sinks should arrive tomorrow or within the following two standard rotations. Our Whales can transport the cashes further to a location of your choice or we might sort them and prepare for your vessels to pick from our installation.
Speaking of which... As I've previously mentioned, we're currently in need of Hull Segments and Industrial Hardware. The former in quantity of 40,000 units and the later in total of 10,000 units. Why don't we find a suitable exchange rate instead of a standard credit compensation? I believe the Nation of Malta is in posession of such, or otherwise able to obtain them. Therefore, our Whales could pick them up upon returning from the trip with your cargo, or the other way around. That's all, naturally, to be done once we've sorted the issue with Heat Sinks. I'm willing to offer a bonus payment in Sirian Credits due to both the unwielding nature of Hull Segments as well as our inquiry being greater than yours in standard capacity units. The amount of such would be to be agreed upon between both of our sides.
