When you say 'like it says', you mean the in-game list says 'Base sells this item' but when you go there it's not available? Or you mean an infocard says they're solve somewhere that they're not?

Why would it be there?

That commodity was removed from the game. Sounds to me that you have not reloaded game inis in your preferred Freelancer utility of choice.

I believe that Cracking Catalyst is supposed to be used in the making of Promethene using the required Promethene Plant 2.

This was discussed with Jammi, when he was putting the recipes together and he told me that he had been given the thumbs up to include it.

I believe these are meant to be sold and are used in recipes, but were not added to the required files before patch. We'll have to add them in to enable the (advanced?) Promethene refining process.

In more general terms, the commodity-related base infocard lines like "Produces: Optronics, H-Fuel, Industrial Materials.." have been woefully out of date for as long as I can remember. It's a bit of a stretch goal for me to extend the econ tool to also update these entries to actually be accurate.

Fix awaiting release, there was a 1-letter typo in the economy document, unfortunately
