I don't really see how this is the case.
The ship has a turn rate in the cruiser turn rate range.
The ship goes 200 m/s on thrusters with cruiser levels of thruster energy and recharge.
The ship has a cruiser powercore.
The ship has cruiser weapon slots.
If I'm missing something please point it out, but I'm moving this to fixed/invalid for now.
Mystery solved, it was an existing ship with non-capital thrusters meaning it'd have infinite energy for a very minor speed boost.
