Reproduction Steps:

• Buy Kusari Train (5k cargo)
  
• Default loadout > Change Thruster to Capital Ship Thruster and Shield to Heavy Transport Shield
  
• Load the Cargo > Missing 1 cargo space > Unload cargo
  
• Unmount and sell Capital Ship Thruster > Replace with Armored Thruster
  
• Load the Cargo > Missing 15 Cargo space

Fixed in next hotfix via removing cargo usage from all thrusters.
