Reproduction Steps:

• Buy Nomad CM Dropper
  
• Set /autobuy all on
  
• Go to any base to refill
  

Probably a residue of the Nomad CM Dropper acting as a Cloak Disruptor in the past. I know that it can be manually disabled but it's still a bit annoying.
