Bug: NPCs will try to tractor ammo that they already have in full stock and get stuck, staring at the ammo indefinitely.

Reproduction Steps:

• Grab a full load of seeker mines or silencer CMs.
  
• Drop it in front of a ship that already has full stock of ammo.
  
• The ship will stop patrolling and try to tractor it forever.
