NCC Minister of Foreign Affairs Magister Yuri Orlov
Estimated Dr. Holliday.
I'm the Magister Yuri Orlov, and I serve as head of diplomacy in the New Covenant Church. You have already spoken previously with our leader, His Holiness the Pontiff Gregorius, about the current situation we're suffering in Omicron Theta with our disagreements with the Corsairs. His Holiness wanted to address you personally once again, but I have asked him to leave this matter in my hands.
You probably don't remember me, because it's been a long time. Furthermore, we never had the opportunity to speak directly, but we did get to exchange some words through an open Neural Net channel to coordinate humanitarian aid, during that madness that was the orbital bombing of Gran Canaria in the Corsair and SCRA war, 13 years ago now. At the time I was commanding an NCC refugee camp on the surface, while bombs were falling, and communications were in chaos, but I clearly remember every single person I interacted with at the time. It was hard, but in the end we managed to do a good job, I think many lives were saved... although many others were lost who should never have gone through that...
Well, excuse my old man ramblings, and allow me to explain the purpose of this message. I'm addresing to you because I need to gather information about how diplomatic relations with the Corsairs are going. Currently I have not initiated any contact with them, and since it seems that His Holiness got the impression that you offered to negotiate with them to try to obtain some guarantees for the inhabitants of Theta, I would like to ask you if you have had any success with it, or if you think you can have it.
Deux forbid that it be so, but if the answer is no, please don't hesitate to tell me. Our people here in Pygar are nervous, but the harsh truth is always preferable to a beautiful lie. In our settlement we are already taking preventive measures to prepare an evacuation plan for the civilian population if things get bad, and our internal security forces are already mobilized and on alert. I sincerely hope that all of this is not necessary in the end, but we also don't want to be caught off guard.
Thank you for your attention, and Deux be with you.

Greetings, Magister,
It is good to speak with you and please do excuse my delay. I will tell you what I know at this point. Med Force Enterprises has always had good relations with the Corsair empire dating back to the days of Port Jackson on Gran Canaria when Creten settlers came to start new lives and take up the plow. It was there that they learned farming so as to feed their people and find a better way than piracy for food. We delivered a lot of Cretan children back then and we provided care for them as we did for Bretonian settlers. It was then that we established a good repour with them and to this day it is not forgotten.
As to recent events, that period of time has provided a good base for us and we continue to be good neighbors. What I understand of the Freeport 9 incident was the administration of the base allowing bounty hunters to frequent the base and even stage from it which led to what happened. Quite honestly, I am not surprised. The late Elder Miguel Sephardi of the Corsair Brotherhood always told me that they wanted the base because of Outcast raiders doing the same and going into Omicron Gamma for assaults. That base has always been a bit of a powder keg with the Omicron Alpha jumphole nearby. I do know that the crews on station are safe to include the medical crews I have there. They need them to learn how to operate the biodomes as far as I know.
Sprague? To them it is a rock. Sprague still needs much work to become a Gran Canaria so it really is not of interest to them. I would suggest to the residents of the planet to relax a bit and do not show a threat to the empire as that would invite exactly what they fear. I am confident that the Corsairs will work with me diplomatically as they have before unlike Bretonia which never would. I do hope this gives at least a little comfort. I will always be but a transmission away if you have any concerns.

Greetings Dr. Holliday.
Please don't apologize for the delay in response. We're all busy people, and you more than anyone else. I appreciate you taking a moment to respond to me.
You know the Corsairs better than me, it's obvious, although our Church also had a certain relationship with them in its day. Specifically, Senhor Sephardi, whom you mention, was host in Crete of our previous Pontiff, years ago. I didn't know he had passed away, and the truth is that it saddens me, although he was already an old man when we met him. He behaved with us on that occasion like a true gentleman, and I'll always remember him with respect.
What worries me is that the Corsairs we've currently had encounters with, behave in a much more brutal manner than I remember. The Corsairs have always been tough people, and from what I remember, if negotiations failed, you could expect them to take by force what they wanted, but now diplomacy for them seems to have become almost a weakness, rather than an alternative means of achieve things. Why talk to anyone, if everything they want can be achieved by force? Submit or die. To paraphrase someone I recently spoke to about this, negotiating with Corsairs today is like talking to a brick wall.
I'm not very aware of what Freeport 9 represented for local geopolitics, or for the Corsair military strategy. Maybe, as you say, they had their well-founded reasons to do what they have done, but all I know is that they keep people there as hostages, and they walk around Theta like they own everything. And that makes people very nervous.
Otherwise, I don't know how the people of Pygar could represent a threat to the Empire. We live on a rock, which we try to transform into a home, and if they let us we will probably end up achieving it. If our insignificance to the Empire is what is going to keep them from attacking us, I'm glad and welcome that insignificance, but I'm not at all sure that that will be the case. For now we try to prepare for the worst by maintaining an alert attitude, although of course, we won't initiate any action or fight against them for now. We are aware of how unhelpful that would be for the safety of all the inhabitants of Pygar.
I hope you are right, Dr. Holliday, and that this situation can be resolved peacefully. We fled Gran Canaria just 6 years ago, and we just want to live in peace and prosper. I personally would be delighted if everything is as you say, and that the Corsair really despise this rock so much that they let us live in peace on it.
Radically changing the subject, now that we're talking, I would like to ask you how your Medical Academy works, how many places it has, registration prices, procedure for applying access... tell me please everything you can. His Holiness is interested in several of our colonists training in medicine, surgery and nursing, because although we've our own medical services, the colonists who perform these functions don't have very advanced training. Here in Pygar, living conditions are harsh, and accidents are common. We believe that we could greatly improve the living conditions of our people if we could train a truly professional medical team.
I wish you the best, Dr. Holliday, and please keep us informed if you make any progress on the Corsair issue. I also await your response regarding the information about the Medical Academy.
Deux be with you.

To: Magister Yuri Orlov,
The Empire has been quiet so for now things are good for the Zoner population anyway. Knowing them they have bigger issues elsewhere to keep them busy. That is most likely a blessing for us all.
As I said before, Pygar is but a rock to them. They also know full well what happened to the Zoners there that came from Gran Canaria. They, too, were part of that genocide by Bretonia. In my opinion, Bretonia is more vial than they are. For now, Magistar, I think you can relax a bit.
I do know this about Freeport 9. They have released those who want to leave the base although they did keep a few that were considered essential to help keep it running, teachers if you will, to guide them in base operation there in particular the biodomes. Word is they are being treated well and why should they not when you consider without them their new base will not last long.
Magistar, I will always be reachable via com when I am not in Theta. Do let me know if you have further concerns.
NCC Minister of Foreign Affairs Magister Yuri Orlov
Greetings again, Dr. Holliday.
I appreciate so much that you continue to keep me up to date with the progress that is happening with Freeport 9. I'm reassured that the hostages are being released, that will undoubtedly make the peaceful resolution of everything much easier.
However, as I mentioned in my previous communication, I want to talk with you about something completely different, and that has to do with MFE.
We're interested in several of our colonists training in medicine, surgery and nursing, because although we've our own medical services, the colonists who perform these functions don't have very advanced training. The living conditions in Pygar are harsh, and we usually have accidents, sometimes serious ones, so without a doubt, having a widely trained medical team will increase the chances of survival of our people.
I know of the existence of your Medical Academy, here in Theta, and we would be interested in having information about it. How can we request access to receive training, what is the registration price per person, when is the start of the academic year... In short, the relevant information to be able to include some of our settlers in your academic program, if possible.
I thank you in advance for your attention and I look forward to receiving information about your Medical Academy. If your schedule is complicated, I can request that information from one of your colleagues at MFE, if you give me a name. I don't want to take up any more of your time, I know you don't have much.
Deux be with you.
