Today, on behalf of Senkaku Research and Development, I would like to formerlly request the license for 3 (three) Ashigaka - Class Gunboats. While I understand that these vessels are normally not allowed to be flown by companies and other civilian entities, it has been decided that the acquisition of military-grade technology is a necessary evil to further support our convoys not only throughout Sirius, but the recently discovered Earhart - and Uncharted Sectors as well.
Furthermore, we're interested in the principles that the Ashigaka-Class is built upon, seeing as they are manufactured and developed by Kishiro Technologies. While Samura Heavy Industries has previously produced the T8-Ahoudori Class Kusarian Explorer, a vessel comparable to a gunboat, we're interested in modernizing the approach that has been taken centuries ago and eventually enter the market with a vessel comparable to the prowess of the Ashigaka. I believe that both the civilian population of Kusari, as well as the governing bodies would only benefit if we were to succeed.

You are correct in your assumption that technology like this is usually not handed out to civilians.
Kishiro Technologies, as producer of the "Ashigaka"-class, do not possess any permits to operate the vessels themselves either. However, in the light of recent events the Ministry and the Naval Operations Headquarters (NOH) are discussing a change in approach aimed to enable limited access to surplus or older decommissioned but otherwise operational military-grade vessels for the Keiretsu.
Usually, we would have to decline your request until these discussions came to a conclusion. To your and your company's luck, the 66th Tokubetsu ensei-ka is so impressed by Senkaku performance in regards to the Ishigaki system, that they are willing to part with three Gunboats and take full responsibility for this special permit.
The vessels in question are the "IKN-Jingei", "IKN-Asadori" and "IKN-Hayasu" which were produced in the early 810s and put into service for the 66th since its creation during the Republic era.

The NOH bears no responsibility for eventual legal trouble within the other Sirian houses.
Senkaku/Samura Industries will handle the vessels modernization themselves.
Senkaku/Samura Industries must include the NOH into the prototype field tests of any eventual newly developed Gunboat-class.
If a newly developed Gunboat leaves the prototype phase, the NOH shall be granted access to three such vessels free of charge.
If these terms are agreeable, the vessels can be relocated to Yokohama Shipyard within a span of approximately six hours.
The board has discussed and agreed to your terms and conditions. We will let you know once repairs and modernizations are finished to register the vessels without any issues.
