The construction and operation of Jiangnan Shipyard is no secret, just as our institution is the forefront and open window for cooperation with coalition. We look forward to working with independent traders like you and your colleagues in a wide range of ways that both contribute to coalition's great cause and benefit both of us.
As you can see, coalition is located in a remote location that is not rich in resources, so we are highly open to any opportunity to obtain supplies and transport capacity. But for the good of our people, we must limit the price at which goods can be bought and sold, so that inefficient and sinful capitalism does not extend its bloody claws to our people. In our cooperation you must understand that the price we pay for the goods is determined by the democratic vote of the people's representatives of NWI and is subject to change depending on the demand for the goods. Of course, we will publish the price after an agreement is reached.
You and your colleagues will be required to provide a docked vessel list which will be reviewed by NWI people's representatives. Once approved, the ships on the list will be allowed to dock at Jiangnan Shipyard and the crew will be allowed to stay at the dock office and lounge.

As for your requests before we can work together, I'll try to address them in reverse order:
First, the Irregulars would not be able to sign any official documents with governments, even a fine one such as yours. I'm sure you'll understand that havin' some kind of written log that could be traced back to us could make our ability to acquire the goods and services you need even more difficult if somethin' like that fell into the hands'a someone who is hostile to your government. I hope that makes sense and we can reach an agreement without pens touchin' papers.
As for a docked vessel list, that would be difficult, as our workers are largely independent and pick up contracts as they go. So we never know 100% who will be makin' a delivery first to one of our valued customers. However, our group-wide transponder code is [>MRI<], and any ships that deliver goods to you will be runnin' that specific transponder code and identification.
Finally, regardin' price. However you choose to decide a final price for shipments of goods and services is completely up to you. As long as we know the price up-front before running a shipment, that should work just fine.
