New Char undocked in Wrong place

Type: Server Config
Bug: Named a New char and checked Nave Map before Undocking showed was Penn, But when I undocked I was in Frankfurt on the north side of Planet Holstein

Reproduction Steps:

• Step 1 Deleted the char, then named the ship same as last time Swift.Trans15, Checked Nav Map again, said Penn again. then I Undocked again then was in Penn. Go Figure!

did you use /restart at any point?
your reproduction steps suggest that in fact you did not reproduce this bug successfully prior to filing the report

I had a similar problem with rhHessian restart that drops me into Transit system with the positioning in Omega-11. Cannot reproduce, however I've seen people who undocked from RHA Base in O-11.
