Go to Java station on an IMG ship
You will find there are nearby hostile contacts arrows, most of which you can't actually turn to view because the arrow just moves elsewhere.
One of them you can select and view and it seems to be part of the base (?)

These are the Nyxes and Pythos docked at the base, which are IFF'd to CR. You're seeing them as hostile because the IMG| ID rephacks you to -1.0 with CR.
@StellarViss already has a plan in the works to eventually submit to either change them to IMG IFF or simply have them removed. However, this is part of a larger problem where bases made up of multiple solars have IFF'd components when they shouldn't be IFF'd (or should have Neutral IFF), and many of these pieces can even be selected on the navmap -- essentially, sloppy sysdevving work. All bases made up of multiple solar components need a QA pass to fix this sort of issue.
Having done a bit of research, this seems to have been pretty much intentional with the justification that IMG in general is still partnered with Crayter in the Taus. That is more of an issue with the player faction's reputation.
That being said, non-targetable objects having an IFF is the general cause of that issue with the red arrows (anyone remembering old Omicron Lost will remember how the little Crayter outpost wreck caused the same issue behind Moros). The objects showing up on the nav map is because they don't have visit 128.
