From our chance meeting in Delta I know you to be an honourable, respectable, and rational individual. It is because of those attributes that I reach out to you now in the spirit of de-escalating the growing conflict within Freeport Eleven's NFZ.
As you know, Omicron Delta has become a warzone. Freeport Eleven is becoming entangled in that conflict. The main causes of this risk to Freeport Eleven is that Outcast vessels are using the Freeport for staging their operations against Corsair assets in blatant fashion, and Corsair vessels willing to breach the NFZ to engage them.
This staging is leading to breaches of the Zoner's NFZ regulations. Many of these are minor and, frankly, not the Concord's concern. What is our concern is violent action in close proximity to the Freeport. It has become a frequent occurance that Outcast vessels are drawing Corsair aggression to the freeport, or ignoring the request for civility as it 'does not apply to them'.
Regrettably, this is resulting in danger to the station's inhabitants and forcing Concord's hand into defensive measures we would rather not employ. This includes open-fire incidents between Outcast and Concord militia pilots. I share this, not to provoke, but to genuinely seek recourse and to avoid this situation happening again.
I ask for your help in de-escalating this situation within the NFZ. If you have any sway with the Outcast's leaders, I ask you to employ it. If you know who else I should be speaking to, please guide me to the right individuals so I may speak with them. A Freeport open to all, an oasis on the Frontier that can be enjoyed by everyone in serenity, is a precious and valuable asset to all of sirius.. and we risk loosing it for the convinience it provides in the current conflict.
The Concord is not Freeport Eleven. We are not it's administrators, and ultimately it is their choice who they harbour and who they turn away. It is their laws we uphold impartially, not our own. The Concord recognises the brave actions of Outcast pilots who have stood in the defense of Freeport Nine and the tragedy that occured there. We wish to ask Outcasts to be the honourable and dedicated souls we know them to be, and wish to remember them to be.
I also ask if there is any alternative to using the Freeport during the current siege. As the Core is fighting alongside you, could they afford to allow Outcast vessels to base from their stations instead of Freeport Eleven? It is my belief that, if this escalation at the Freeport were to continue, the administration may take matters into their own hands and I do not want current events to lead to a Freeport isolated from us all or... worse... another Freeport Nine.

I did address your previous broadcast however I do feel it odd that any Maltese would open fire on a Zoner, especially as you highlighted knowledge of Freeport Nine.
The situation in Delta does not involve Zoners from my perspective, however it would be wise to acknowledge that the figureheads within your own people, Zoners have a no-dock rule with Corsairs since the Freeport Nine fiasco's inception.
I would be inclined to believe that if any Outcast engaged a Zoner, it was in self defence, however I've copied in the leader of the largest group within Maltese society, Senor Harabero himself.

This has come as a bit of a surprise to me, however I was already planning initiatives, but not in this regard, or this way was expected.
You may have heard of me, you may have not. If you are a... diplomat? From the Concord, was it? I assume you have met some of my men, or at least heard of them. As long as you aren't affiliated with their actions any further, I am sure we will get along just fine, between the two of us. The Concord however...
Let my tell you a tale. A tale of ungrateful servants who bit the hand who fed them, and tried to kill their masters, and so the Don of the land rounded them up, and sent them to their inevitable doom. Ring any bells? See any correlation? If you know of what has happened, you would.

This is not some game. Maltese lives are not something to... graze over as a simple point. A sidenote. They provoked the bear, and unless they back off, there will be repercussions.
Before we can even consider just "moving on like it never happened", there is retribution to pay. Senor Chenzo? You know how sacred the life of a Maltese is. No one from Malta would let that go unpunished.

We are not the aggressors. They are. The Concord can either do their part in de-escalating, not attack us, and give the proper retribution for their crimes against Malta, or they can perish one by one, and we will simply deal with some more... open minded individuals, such as the Phoenix.

I was not aware this little conflict had caused the loss of Maltese life?
If that is indeed the case, this is a much, much more serious matter.
White- You better be very clear and to the point here. Has this conflict claimed any Maltese life? You'd find it much more damaging personally if you are to bend the truth or outright lie here. You have found yourself to be the head of "the other side" now.
You'll find I'm sympathetic to any you have lost, though I was sure from the initial transmission that no blood had been shed on either side at present.

Our main concern is the safety of the freeport and those who seek peace and solitude on this station. We first use the art of oratory to avoid unnecessary incidents. De-escalation is one of the core values of Three Start Concord.
It fills my heart all the more with deep sadness that this situation necessitated the use of weapons. The aggression of the honourable members of your group who were present forced us to take this step.
The well-being of your people is your top priority. I appreciate this very much. I would ask you to understand that we have the same principle.
Let's work together to resolve this situation for the benefit of our fellow human beings.
