I am aware that the Liberty Navy is currently in the process of divesting heavy equipment once used in the long campaigns both against the Gallic threat, and later the Insurgency. I do not currently speak on the behalf of the wider initiative, whom I'm sure you are aware have now long been an ally to Liberty and her people, for a large scale acquisition. However, I would seek to broker an agreement towards the acquisition of a single "Defiant"-class gunboat that would otherwise see the scrapyard as it reaches the end of its life. I am willing to offer credits towards any required maintenance or refurbishment before the hypothetical transfer of such a vessel to the Initiative, as well as compensation for the vessel itself.
From my perspective, such an agreement would be mutually beneficial. An invaluable piece of hardware would added to our own force, while an otherwise surplus gunboat remains in indirect service to your own interests and in opposition to Liberty's enemies, without a further need for the Navy to pay for the vessel's upkeep no less.
The precise specifications humbly requested are as follows:
1x "Defiant"-class Liberty Gunboat, tentatively to be given the transponder code of Aegis|Vela
4x LGT-8d "Bandit" Liberty Light Gunboat Turret
2x EMP-7 Gunboat Pulse Cannon
1x LGF-3h "Sky Lance" Liberty Gunboat Forward Gun
1x M900-GB "Ravager" Mine Dropper
1x "Bastion" Heavy Gunboat Molecular Shield
This is, of course, flexible, and any equipment deemed inappropriate can be potentially renegotiated. The transfer of any sensitive equipment is naturally not a subject to be taken lightly, although I am sure the reputation of the Initiative stands on its own merits. If required as proof of good intent, I am able to produce evidence of my own personal involvement with the assistance of Liberty forces if requested.

This is the first time, I believe, that I find myself responding to a representative of the Initiative.
My name is Martin Kemp-Smith, Fleet Admiral and Commanding Officer of the Liberty Navy, Forty-sixth Fleet; a pleasure to make your acquaintance.
Now, to business, Ms. Focht. Your request for a "Defiant"-class Liberty Gunboat, and subsequent weaponry and corresponding equipment seems reasonable and is, therefore, approved. We've a long, former serving vessel that should fit your purposes perfectly - The LNS Wickerton. She is currently moored at a secure Naval Shipyard following her retirement several months ago from active service.
I will make the necessary arrangements to have her brought to New York, specifically Norfolk Shipyard. Providing this is possible on your end, Ms. Focht? The weaponry and equipment can be delivered to a location of your choice, of which I will assign our Merchant Marine, Naval Heavy Transport Division, to deliver.
As for payment, you might inform your higher-ups that this is to be taken as a gesture of goodwill, in light of the Initiative's support since your founding.

It is something of a pleasant surprise to see a reply from an individual of your stature. Nevertheless, your terms as they stand are more than agreeable. There will be no need for movement of equipment, although the offer is appreciated. I must admit that the forgoing of payment does raise an eyebrow, although I won't turn down the generosity.
I would propose I bring myself and a skeleton crew to take possession of the Wickerton at Norfolk Shipyard as soon as any necessary repairs and refits are complete. I assume we will be liable for licensing the vessel in Liberty space?

I am glad you find the terms to your liking. Unlike the corporate-minded, the Liberty Navy seeks not for financial gain, but to make the Republic a safer and prosperous for her citizens. I find myself in a position where we can meet your request for the mutual benefit of everyone.
A small compliment are welcome to Norfolk to make what preparations are needed. If our staff on-site can be of assistance, in any way, you need only ask.
As for the licensing, you are subject to seeking approval, per Article (4) - "Restricted Equipment", of Liberty Law. As such, I would recommend you begin that process as soon as convenient.
