You don't know me, but I know of you. I come respectfully asking for your aid in a matter of grave importance. My associates are concerned about the prevalance of the Shogun's fifth columnists having infiltrated their ranks and would like some outside assistance in helping to root them out.
If you could spare a warrior or two to take an extended trip to Liberty where one of our agents will bring them to the interview site, we would be much appreciative. We're interested in identifying loyalists to the Shogun who might sabotage our efforts, conduct espionage, and engage in larceny. We expect the presence of a Blood Dragon warrior to properly spook any such pretenders and have them expose themselves.
If my superior's predictions ring true, we may soon face a common foe in the usurper's minions. While I cannot at this time ask that we join lances to strike at them, we can start by stopping their agents from sabotaging our efforts.
I await your response.

This is one most peculiar interaction, but I am Kentaro Abe speaking on behalf of the TSK cell Dragons.
We do not much care about Liberty ... or your dealings. Nevertheless, if what you say is true and Samura's lapdogs are on the move to extend their influence and cause harm to Kusari's people, we will not stand aside.
It would bring great shame to know this and not act.
Yet, if you are so informed on the Dragons as claimed, you would not be surprised to learn we do not so brazenly and carelessly operate outside our house space. What assurance do we have this is not a trap, that you so will not detain us as an exchange token with the naval forces? That I must know before any further thoughts on this so called ... interview.
My superiors have deemed Liberty's war with Kusari to be an inevitability. Merely handing over a few of your warriors, especially if they were taken through trickery, wouldn't even delay the confrontation, as it is being prosecuted by Samura and Kishiro's interests, the shogun is supporting their efforts like the puppet king he is. The report I have been presented makes for some grim reading as well; we have projected that should Kusari secure the cooperation of the Guild and Rheinland, as well as Kishiro's latest development, the Naval Forces are able to threaten Manhattan itself at a moment's notice. My superiors have deemed this unacceptable and drawn up plans to rectify this.
Our first step is removing any infiltrators and fifth-columnists from our military's ranks, to prevent the most easily avoided acts of sabotage and easy calling of targets within Liberty's space. We could either conduct these investigations on our own, or we could turn to a group of Kusari warriors who are already enemies of the Shogun and avoid the inevitable discrimination scandal. I have attached the following documentation for your perusal. Please note that you were deemed as "unlikely" to assist us by the think tank, but I'm in the field, my word carries more weight, and I say your expertise is needed. If our cooperation in dealing with the Shogun's minions bears fruit, I can offer much greater things in the future.

Apologies for the late reply, but an incursion into Liberty is not something we can decide upon lightly.
I must admit, you libertonian operatives are quite persuasive communicators. We might have indeed more to discuss in time ... but for now: my sensei agreed to your proposal, the Blood Dragons will send a small fighter wing your way to have the parasite talk. Colorado, the meeting point will be the planetoid named Durango, we will wait for you on its darkside in the orbit on 23/04 at 18:00 hours ship time
Do not bring more than it is required Mr. Slate for I must warn you, the dragons are adept at eliminating priority targets and slipping away unharmed.
Slate has been temporarily relieved of his duties owing to his recent hospitalization due to injuries received from a mysterious assailant[1]. Allow me to clarify some things.
I must first apologize profusely for the crude and needlessly dishonorable conduct of the Liberty Navy's officers earlier. They apparently locked down the entire system looking for "suspicious individuals", and screamed bloody murder about you at me for about twenty minutes. I've attached a highlight reel for your amusement, it's the least I can do. I think at least one of them blew a vein.
The Admiralty is throwing a hissy fit about this, but they'll come around when the Shogun and friends pull the stunt they think they're being so clever about. But you have indeed been wronged. To try and remedy the situation, I had to choose between a floral arrangement, a fruit basket, or a consignment of unbranded and untraceable limited run guns and ammo. After much deliberation, I chose the latter. When it's ready, consider it my gift to you. If this is salvageable, all further contact really should take place in Kusari or the Independent Worlds or our competitors for precious budget Credits the Navy will continue their robocop shenanigans.

[1] Auditor's note: SA. Lime is currently the leading suspect of the brutal assault and battery of Case Officer Slate. Slate has currently declined to press charges.
Auditor's note: A large portion of this had to be redacted. Appropriate reprimands have already been issued.
[23.04.834 18:40:54] [LN]-Jack.Boehm.: The Liberty Navy doesn't give a damn what your orders are.
[23.04.834 18:49:44] [LN]-Jack.Boehm.: The Navy has had no issues with the Dragons in the past.
[23.04.834 18:51:23] [LN]-Jack.Boehm.: Sensitive my ass.
[23.04.834 18:51:24] "Firefly": Associating and inviting possible terrorist threats into sovereign territory not properly communicating is a very ill exceuted
[23.04.834 18:51:27] "Firefly": plan...
[23.04.834 18:53:24] [LN]-Jack.Boehm.: Because the LSF can't be bothered to do military intelligence.
[23.04.834 18:53:35] [LN]-Jack.Boehm.: They'd rather fly off to pick fights with the Order.
[23.04.834 18:54:55] 5th|LNS-Phoenix: RO: If you want clearance I could go get my ass chewed and get the Admiral[1] out here. Highest clearance there is.
[23.04.834 18:56:58] Trader.Calico: Lime: I kind of do. I saw enough, the Navy can pretty much only be trusted to kill people and break things.
[23.04.834 18:57:15] Trader.Calico: Lime: Which is your actual job, but still.
My sensei is utterly displeased with the chain of events that occurred in Colorado and quite baffled by the complete incompetency of your organization. Do you really think you stand a chance against the perfect and seamless synchronicity of the Kusari state apparatus should a war break out? Bah! Our struggle would've been long resolved were they akin to Liberty.
All the same.
. . .
The dragons take appreciation in you engaging in the ancient Kusari tradition of gift giving.
Yes, should you want to meet us again, it will be on our terms: Shikoku, Noshima Freeport. Go to the station's local bar and ask the bartender, Mr. Zoku, for red rice; he will take it from there.
You come alone and unarmed Mr. Lime, else the possible cooperation between us stops there and then.
