[Ships] Drones can be instakilled

Bug: Drones (Repair, Scanner, Mining) can be instakilled.

The 3 Class 0 Fighter drones can be instakilled, those are:

drone_repair
drone_mining
drone_scanner

this makes them insanely fragile and punishing to use. Instakills were removed when 5.0 released, so I'm sure this is an oversight.

Not all snubs can fuse before dying, light fighters are in the same boat. Instakills weren't removed, rather some snubs got the ability to fuse up once before dying, provided they had over ~65% of their nanobots remaining. Not a bug.
