Consequences:
If you die in a system means you're pvp dead for one hour, you can't interact with the same person or go back there ( mining in your case) to that system. One of your characters wallet will feel lighter.
If you require evidence, you may request such via PM from a Staff member. Only the accused or an official faction leader of the accused person's faction may request such. Once you have the evidence, and if you wish to dispute it, you may post in the Sanction Thread below. Do not continue PM'ing a staff member, as that will result in your Appeal being denied. So, acording to the rules i can act as i did 25 minutes later.
I log back in, and he logs back in and comes to my encounter to find a report?

This is the time the second encounter ocurred:
[07.06.2024 23:49:18]
So 25 minutes later he sees me and logs on to fish a report?
The same guy that logs in exclusively to come find BMF| ships, kill them and then delog?

The line about being able to relog if your attacker logged off is not in the rules, and has not been for a long time now. The last rules rewrite was some time ago now, and there's no longer any excuse for operating on an internalized conception of the rules from 2018 or even longer ago.

If you have a problem with the behavior of an official faction member, the appropriate course of action is to approach them over ingame PMs, on Discord, or the relevant faction's feedback thread, not to go break the rules about it.
