Bug: FLOmicron restart has gun and CD on the wrong hardpoints

Reproduction Steps:

Use /restart FLOmicron
Look at how the Wasp is on slot #2, a gun slot, and one of your Heavy Flashpoints is on slot #6, your cruise disruptor slot.

This should be effecting all the FL restarts, I know it happens on the Canaria one too
