Bug:
Independent pirates are friendly to gaians
Reproduction Steps:
Step 1 Fly with an id neutral to pirates and hostile to gaians, eg. Red Hessians;
Step 2 Get close to Providence station while a gaian npc is around;
Step 3 Station shoots at you.
