I would like to see some kind of station included next to the ruins of Freeport 7 in Sigma-17, either a border outpost type 'memorial' station or a full replica of Freeport 7. What are the chances of bringing this about? Should I collect donations? Form a petition and collect signatures? How can I make this happen?

There was talk about this before, I'll try and find you the thread.
I don't really see the need for it though, I don't see the value in adding a new station there. however, some kind of memorial object, that could be pretty cool.

And by 'object' I mean undockable. Some kind of Beacon for people to come and pay their respects, though I guess the ruins themself are already there for that.
*smacks forehead* Sorry, my bad for recreating an old thread.
I really like the idea of a small, dockable station for the memorial, but I suppose a beacon would work too. The problem is, I've never seen a beacon with anything more then a generic descriptive text, e.g. 'Navigation Buoy: Used in desolate systems for navigation to nearby Jump Holes'.

I dont see a problem with adding one of those small base models, just make it a nuetral base that does not sell or buy any equipment or commodities, and name it "Freeport 7 Memorial"
Could be like a spaceborn cemetary inside the station (although obviously not visible as we cant model something like that).
Personally I think the FP7 incident is something the government (particularly Liberty) would rather sweep under the rug than post a memorial. I doubt the civilian population is even aware of the existence of Nomads or what truly happened, and I think anyone outside the Order, Corsairs, Zoners and Outcasts (and possibly any other edgeworld factions situated out that way) who knows about Nomads without having ever encountered them in-game would be considered meta-gaming.
I think there could be an unnamed memorial placed there, but not a base or anything. Maybe just a single beacon.
With Keepers and Oracles walking all over NY, as well as the Nomad War, I'm pretty sure people know about Nomads. That and the Rheinlanders brought Liberty's testing on Nomads to light. I'd love to see a FP 7 memorial.

there is no government with jurisdiction over sigma 13 - the only factions out there are junkers, zoners (well, they were before the incident), and the GMG. Liberty doesnt exactly get to say what goes on two dozen systems outside their space =P
