You base in Omega-3 is in violation of the Independent Miners' Guild Stellar Regulations.

1.2 Non-Guild refineries:

Installations using refineries to smelt ore mined from fields in Areas of Applicability must purchase a license from the Guild, priced at 3 000 000 Sirius Credits. The valued allies and partners of the IMG will be given leeway on this requirement on a case-by-case basis. Those found in violation of this regulation may have their installations forcibly deconstructed.

As Universal was complicit with the occupation of Aland Shipyard this base is scheduled for deconstructed.
