Type: Server Config Bug: Base defense modules do not fire upon besiegers.
Reproduction Steps:
Step 1: Build POB, put defmods on it, set it to defensemode 1
Step 2: Roll up on a non-whitelisted ship and shoot it during the vulnerability timer.
Step 3: If you never dock to restock, the base will not fire upon you.
Additional Information: In the first attached video, I had immediately beforehand added Outcasts to the base's blacklist, after they had been shooting at it for a good several minutes already.
One of them later testified to me that only after he had landed to restock was the base properly hostile to him. His friend, right next to him, was blissfully able to maintain fire without attracting the base's ire, unless the base did turn red to him, though the testimony of "it only turned red after I undocked" leads me to believe it was green to him right up until the end. That bit leads me to believe this bug to be unfixable, but Aingar is the miracle man.

Bug introduced with IFF changes to POB in 5.1.
Bases will now immediately recalculate their standing towards the players when making changes to whitelist/blacklists.
Bases will now turn hostile the instant they're attacked with siege weaponry.
