[Ships and Comodity] Several Pasenger Transports lack Bonus

Bug: Both the Pellican Armored Transport an the Dorado are Missing the Passenger Transport Bonuses. Both Ships are in Lore Build for Passenger Transport.

Reproduction Steps:

• Dorado
  
• Step 1: Try to Load Passengers
  
• Step 2: See that the Dorado can't load because it is 1.000 instead of 500. With its Cargohold of 650 Units, It should be able to load at least 1 Passenger Cabin.
  
  
• Pelican
  
• Step 1: Load Passengers into the Pelican
  
• Step 2: See that it Uses 1.000 Units instead of 500.

I only just found this out with my Dorado.
Come back from break and discovered a no-go on my normal activities for this vessel.

Logged out in disappointment. Please do fix this at some point.
