[Systems] Tokugawa Crate not Spawning

Bug: I am nearly convinced this isn't spawning properly. I checked it maybe 3 minutes after server restart, did not see any activity in the system prior to my relatively quick entry and checked the location. The entity that is supposed to hold the container is empty. There isn't even an option to select it post-destruction like the other crates. I have checked this 3 separate times now.

Reproduction Steps:

• Step 1: Fly to [REDACTED]
  
• Step 2: Look at the general area.
  
• Step 3: Fly up to where it's supposed to be spawned and note its absence.
  

Additional Information: @Sombs This whole puzzle was already about as fun as sticking pins in my eyes. Please fix this.

No I'm not that daft. I have checked on separate ships as well.

I just checked on live. Both containers spawned, both dropped their loots (meaning anyone trying to get the loot until the server restarts won't get it). Can't reproduce the issue.
